Riverine Stewardship Program: Grants

The RSP, supports fish passage improvements, and other similar projects to accomplish increased ecological, stream management, climate, and community improvement benefits. The RSP’s goals include: (1) protecting, restoring, and enhancing the natural environment of riparian systems. (2) supporting innovations in green infrastructure that support fish migration improvements, and habitat enhancement that benefit aquatic species, by reconnecting aquatic habitat to help fish and wildlife endure drought and adapt to climate change. The 2022 RSP solicitation is funded by Proposition 13; Wat. Code, § 79205.2 et seq.

The SJFPEP funds projects that enhance native fish populations and reduce their vulnerability to water diversions at all life stages within or upstream of the Delta in the San Joaquin Basin. Funding priorities are based on project proposals that align best with Ecosystem Restoration Stage 1 Actions identified in the CALFED Bay-Delta Program Implementation Plan, the Voluntary Agreements that may be part of the State Water Resources Control Board’s (SWRCB) Bay Delta Water Quality Control Plan (BDWQCP), and the NOAA Fisheries Recovery Plans for winter-run Chinook Salmon, spring-run Chinook Salmon, and Central Valley Steelhead. The SJFPEP is funded by Proposition 13; Wat. Code, § 79000 et seq.

The USRP funds projects and provides technical assistance to restore streams affected by urban development to a more natural state. Goals include: (1) protecting, enhancing and restoring the natural, ecological value of streams; (2) preventing future property damage caused by flooding and bank erosion; and (3) promoting community involvement, education, and riverine stewardship. The 2022 USRP solicitation is funded by Propositions 84 , Proposition 68 and General Funds from the Budget Act of 2021.

The Riverine Stewardship Program will begin accepting concept proposals starting on June 1, 2022. Concept proposals and applications will continue to be reviewed and accepted until all the funds are awarded. Further details are provided in the Guidelines.

Through the Riverine Stewardship Program, we combine and extend the expertise and capabilities of several DWR programs that previously worked independently. These programs include the Fish Passage Improvement Program, the San Joaquin Fish Population Enhancement Program, and the Urban Streams Restoration Program (USRP).

The California Department of Water Resources (DWR) released the final Guidelines and Proposal Solicitation Package (PSP) for the Riverine Stewardship Program on June 1, 2022.

The Riverine Stewardship Program will host three hybrid public workshops on the Final Guidelines and Proposal Solicitation Package.
