The Portland Bureau of Transportation (PBOT) is a community partner in shaping a livable city. About the Bureau and Budget Advisory Committee
The PBOT BBAC convenes as a Budget Advisory Committee for three to four months (September through January) to guide the bureau’s budget making process. After the budget is submitted the committee continues as a Bureau Advisory Committee (February-June). The BBAC is comprised of members representing diverse perspectives, interests, and expertise including community, staff and labor members who work alongside the PBOT Director to develop the annual transportation budget and learn about and advise on a variety of bureau projects.
PBOT convenes the Bureau and Budget Advisory Committee (BBAC) to provide advice and support to the Portland Bureau of Transportation. The BBAC’s role is to:

  1. Review and inform PBOT’s annual transportation budget.
  2. Monitor the creation of the budget and track overall revenues, expenditure, and larger bureau program/project implementation.
  3. Provide recommendations to the PBOT Director on the effective use of resources as it relates to the overall transportation budget.
  4. Review program priorities, spending and any necessary revisions to capital project lists and financial plans.
  5. Provide input on the strategy for incorporating equity into PBOT’s work and direction on the inclusion of communities that have been traditionally underserved by PBOT.
  6. Think critically and strategically about the complete transportation system and provide input that champions the success of both the whole transportation system and the City of Portland and its diverse residents.

  • You have the capacity to engage in the Committee’s work, including attending most of the meetings and participating fully in the discussions

    • Impact of transportation system on Black people, Indigenous people, and People of Color (BIPOC), people with low incomes, people with disabilities and/or other groups historically underserved by the transportation system

Time Commitment
  • Monthly one and a half to two-hour monthly meeting for approximately 10 months (September through June) or as otherwise necessary to conduct the committee’s work. 
  • Meetings will take place on Thursday evenings from 4:00pm-5:30pm electronically via ZOOM. We will provide a physical space at the Portland Building for the public to attend the meeting.
  • The anticipated time commitment per month is about four hours
    1. Members are expected to prepare for meetings on their own time.  Additional meetings will be scheduled around the group's availability. 
  • BBAC members are often invited to volunteer for subcommittee discussions and encouraged to attend PBOT events, these additional activities are optional.
  • Members are expected to complete the City of Portland’s Advisory Bodies volunteer trainings.
  • Members are involved for a duration of two-year terms, but no more than 6 consecutive years.
  • We can provide interpreters who will translate the conversation in your language during the meeting. Please ask for an interpreter at least a week in advance of the meeting so we have enough time to plan.
  • You may need to read and write in your language. Verbal and written translations are performed by outside organizations. The dialects may be different than your home region and may be different on each document. 
  • We can provide Closed Caption for all of our meetings.

People who join this committee will become what we call “Public Officials,” which means that while you serve you must behave fairly and ethically. We will provide training on this   if you are accepted. Part of following Public Officials Ethics laws means you must tell the group when you or a relative may financially benefit (or avoid fees) by your recommendations. This is called a “Conflict of Interest.” If you tell us about potential Conflicts of Interest that does not mean you cannot serve, in fact, many committees have potential members with Conflicts of Interest. We appreciate your ethical inclusion of possible Conflicts of Interest on the form included in the application.

COVID – 19 Vaccine Requirement

The work location for this opportunity is hybrid (remote and onsite).
Workplaces across Portland, the United States and the world are making tough decisions about how to protect their employees and community from COVID-19. We, too, find ourselves in the middle of this complex situation at the City of Portland.  We are committed to ensuring the health and safety for our employees and our community. As a part of this commitment, all City employees are required to be fully vaccinated, effective October 18, 2021. Proof of full vaccination, or documentation of plans to become fully vaccinated (e.g., partially vaccinated however too soon for second dose, etc.) will be required prior to being hired by the City of Portland. Work Location

Currently, many positions with the City of Portland are being performed remotely due to COVID-19.  In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location.
