Position Description

The Seattle Office for Civil Rights (SOCR) is seeking a Citywide Title VI Coordinator who will be responsible for ensuring that the City of Seattle complies with all Federal and state laws, regulations and statutes regarding Title VI of the Civil Rights Act, as amended.  The position will play an integral role in advancing the work of the Seattle Office for Civil Rights and the City’s Race and Social Justice Initiative (RSJI).
  
 As a recipient of federal financial assistance the City must comply with all Federal and state laws, regulations and statues relating to Title VI of the Civil Rights Act of 1964 (Title VI). The Coordinator serves as the citywide Title VI advisor and subject matter expert responsible for implementing, complying, training, and monitoring all aspects of the citywide Title VI Plan and Federal requirements pertaining to Title VI. The Coordinator partners with City departments receiving federal funds and meets regularly with them regarding their work to ensure that city services, programs, facilities, and contracts comply with Title VI requirements. This position reports to the Civil Rights Enforcement Manager. 
 
The Seattle Office for Civil Rights (SOCR) works to achieve race and social justice, advance, and protect civil rights, and end barriers to equity in the City of Seattle. We enforce local and federal discrimination rights laws in employment, housing, public places and contracting within Seattle city limits, as well as civil rights protections such as Seattle's all-gender restroom ordinance, ban on providing conversion therapy to minors ordinance, and Fair Chance Housing ordinance. SOCR educates the public on the laws that protect all of us and helps businesses and housing providers operate free of discrimination.

Job Responsibilities

The Citywide Title VI Coordinator promotes equity and civil rights through compliance with federal and state laws and regulations relating to Title VI of the Civil Rights Act, as amended.
 
Here’s more about what you’ll be doing: 

  • Oversee all aspects of the citywide Title VI Program including managing, developing, maintaining, and monitoring the Title VI Program..
  • Update the citywide Title VI plan and annual reports and monitor compliance. 
  • Serve as the City’s technical resource by providing technical assistance and training to staff. 
  • Conduct research into current rules and regulations, create new and modified policies, obtain legal guidance as required, analyze relevant information to compile reports and advising management.
  • Provide Title VI information to the public.
  • Coordinate the citywide Title VI work plan with city departments.
  • Actively participate in the work of the Civil Rights Enforcement Division and SOCR.

Qualifications

Specifically, you’ll be prepared to take on this role if you have a combination of the following:
Experience in: 

  • Monitoring and implementing the Title VI program and ensuring compliance with Federal and state Title VI requirements.
  • Developing and implementing a Title VI Plan.
  • Coordinating and providing technical assistance to recipients of Federal financial assistance regarding compliance, and alignment, with Title VI.
  • Constructing and communicating high-quality reports and presentations with a strong attention to detail.
  • Delivering and/or facilitating civil rights training.
Knowledge of:
  • Requirements of recipients of Federal financial assistance related to Title VI, Americans with Disabilities Act (ADA), equal employment opportunity (EEO), environmental justice, limited English proficiency (LEP), and public sector contracting.
  • Racial equity, social justice principles, and the harms of institutional racism, with the demonstrated ability to apply this knowledge to civil rights compliance reporting and training.
  • Project management principles, including the ability to produce, track and manage multiple deliverables with overlapping deadlines.
  • Proficiency in Microsoft 365 suite of products for communications, analysis, presentations, and reports.
Substantial skills in: 
  • Building collaborative, productive, and respectful relationships with business partners and stakeholders.
  • Creating trusted relationships with communities of color, gender diverse communities, immigrant and refugee communities, disability communities, and others. 
  • Project management, including the ability to produce, track and manage multiple deliverables with overlapping deadlines in a high-performing, political environment. 
  • Modeling race and gender equity in relationships with co-workers, colleagues, community, and others.

Additional Information

The position is a member of the Enforcement Division and is a part-time time position (0.5 FTE) classified as Strategic Advisor I, General Government working twenty (20) hours a week.   A process is underway to have PROTEC17 represent individuals in this classification title within SOCR. This role may be required to work nights, evenings, weekends; or attend meetings at locations outside of the office. Most work is performed in a normal City work/office environment but at this time the work is be performed remotely.
