As mandated by Kentucky law, the Kentucky Board of Education develops and adopts the regulations that govern Kentucky's 171 public school districts and the actions of the Kentucky Department of Education.

The Kentucky Board of Education supports the promotion of access, opportunity and advancement for all individuals in an effort to identify and eliminate conditions that prevent the ability of all students to reach their full potential, especially those in historically underserved communities.
Priority #1: Vibrant Student Experiences
- Encourage educators to design and facilitate authentic, dynamic, content rich and real-world learning experiences that engage students in meaningful practices.
- In cooperation with the Education Professional Standards Board (EPSB), advance policies and regulation reviews that strengthen the future teacher pipeline and increase the qualities and competencies of Kentucky's educator workforce emphasizing the critical need for increased representation of teachers of color.
Priority #2: Accelerating Innovation
- Promote the implementation of Portraits of a Learner which identify the knowlege, skills and dispositions all Kentucky learners need to become successful citizens.
- Empower the development of an accountability system that values innovative practices, fosters vibrant learing experiences, and encourages positive engagement in the continuous improvement process with a strong emphasis on community-based accountability while ensuring all students have equitable access to a high-quality education.
Priority #3: Collaboration with Communities
- Champion the Kentucky United We Learn Council's efforts to reimagine learning in Kentucky as we co-create a vision with communities, foster local innovation and advance policy recommendations aligned with this work.

2024 Legislative Priorities
The Kentucky Board of Education is committed to improving the future of all Kentuckians by providing leadership, advancing policy, and cultivating community partnerships to ensure every student has equitable access to high-quality, lifelong learning. We pledge to develop authentic partnerships with other Kentucky agencies and education stakeholders to strengthen our efforts and maximize impact.
To that end, we establish the following legislative priorities for the 2024 Regular Session:
Additional Budget Requests (ABRs) including:
- Increase SEEK Base and SEEK Transportation
- 8% increase in per pupil base guarantee for inflationary increases in the costs of school district operations.
- Fully fund pupil transportation for all school districts
- Universal Preschool
- Funding for at-risk three- and all four-year-olds to attend state funded preschool.
- Education Workforce Supports
- New Teacher Internships, GoTeach KY, Educators Rising, PRAXIS Reimbursement and Mentorship, Educator Leadership Support, and High-Quality Professional Learning
- Kentucky Educational Recovery Fund
- Provide school improvement services to more schools, specifically TSI schools.
- Kentucky Education Technology System (KETS)
- Maintain and sustain education technology enabled products and services.
- Read to Succeed
- Additional literacy coaches to provide training and support to teachers, schools, and districts.
Career and Technical Education (CTE) Funding Formula Proposal
- Revise distribution formula to create equity for every CTE student and program in the commonwealth, leverage federal CTE dollars, and incentivize indicators of high-quality CTE that are important to workforce development.
Kentucky State Schools- KSB and KSD
- Support for Kentucky’s state schools including the Kentucky School for the Blind and the Kentucky School for the Deaf to ensure sustained services for these special student populations.
Advanced Placement (AP) Funding Changes
- Additional flexibility to the funds appropriated for AP tests to provide additional services to students and teachers with funds not expended on tests.
Statutory Clean-up
- Remove outdated and/or unused reporting requirements that cost districts time and money.
Facilities
- Codify HB 678 (2022RS) to make permanent district flexibilities and provide predictability for facility processes.
- Amend KRS 162.060 to provide districts with final design plan approval authority.
KBE's A Call to Action
The KBE's A Call to Action serves several purposes. Primarily, it will be a touchstone for the KBE to ensure future KBE actions align with the established values for the future of assessment and accountability in Kentucky. Additionally, the document will be used as a communication and advocacy tool by the KBE members when sharing about KBE goals, United We Learn, and the importance of a transformed educational experience for every student in the Commonwealth.
