Rate and budget changes on Jan. 1, 2023

Effective Jan. 1, 2023, DHS will implement the following rate and budget increases:

  • · 3% increase to home care nursing and home health services (excluding PCA) under the following programs:
  • State plan home care
  • Alternative Care (AC)
  • Brain Injury (BI)
  • Community Alternative Care (CAC)
  • Community Access for Disability Inclusion (CADI)
  • Developmental Disabilities (DD)
  • Elderly Waiver (EW)
  • · 9.63% increase to AC and EW monthly case mix budget caps
  • · 8.88% increase to consumer directed community supports (CDCS) monthly budgets under AC and EW
  • · 9.69% increase to 24-hour customized living daily and monthly limits under EW
  • · 13% to 45% increase to customized living daily and monthly limits under EW
  • · Federal mileage rate increase to 63 cents per mile.

    Changes to Elderly Waiver customized living limits

    Background

    When DHS first set customized living (CL) limits, they varied by geography based on a person’s county of residence. To simplify program administration, DHS aligned the new statewide limits with Minn. Stat. §256S.202, subd. 1.

    Statewide customized living limits

    Effective Jan. 1, 2023, DHS will implement a single set of statewide CL limits by case mix. This change will set the new statewide limits at 50% of the EW case mix budgets in effect on Jan. 1, 2023. We will publish the new limits in Long-Term Services and Supports Service Rate Limits, DHS-3945-ENG before Jan. 1. This change applies only to customized living limits, not 24-hour customized living limits.

    How will this change affect people who receive CL services?

    Based on this change, CL daily and monthly limits will increase between 13% and 45%, depending on a person’s case mix and the person’s county of residence.     MMIS automation process and MnCHOICES support plan release

    Medicaid Management Information System (MMIS) and MnCHOICES will implement the service rate and CL rate limit increases through an MMIS automation process and a MnCHOICES Support Plan release. We will provide details about the automation and release in an upcoming eList announcement.
