The Environmental Quality Commission adopted rules to clarify and implement the Mattress Stewardship Act of 2022 (SB1576). The Act requires mattress producers to join a stewardship organization with an approved plan to develop, implement and administer a statewide program for the financing, collection and environmentally sound management of discarded mattresses in the state of Oregon. This rulemaking was necessary to ensure successful implementation of the Act, including establishment of an annual fee to cover DEQ's costs to administer, implement and enforce the 2022 Act.
DEQ is convening an advisory committee to review the fiscal impacts related to the proposed rules. In convening this committee, DEQ has appointed members that reflect the range of entities that are both directly and indirectly affected by proposed changes to the rules.
