The Environmental Quality Commission adopted updates to DEQ's waste tire rules, currently in Oregon Administrative Rules Chapter 340, Division 64, with changes from Senate Bill 792 (enrolled in the 2019 Regular Session) and made changes so permitting and enforcement standards are consistent with current Oregon fire code and Oregon Department of Transportation practices. The adopted rules align and consolidate the permitting standards for waste tire storage sites and waste tire carriers with similar requirements in OAR 340, Divisions 93, 96 and 97.


DEQ is convening an advisory committee to review the technical issues and fiscal impacts related to the proposed rules. In convening this committee, DEQ has appointed members that reflect the range of entities that are both directly and indirectly affected by proposed changes to the rules.

The comment period closed at 4 p.m. on March 31, 2023.
