Leah, WONTO is an excellent program, but as Chrisy described, the FHWA and its partners including the Employment and Training Administration and State and Local Workforce Boards have a national network of highway and workforce partners to implement the Strategic Workforce Initiative including 32 States that have committed to implementing the SWD. Engaging women is a focus for the SWD. The WONTO grant eligible recipients are CBOs and in the past few years WONTO grants of $3.5 to $4 million have been awarded to generally five CBOs throughout the US. Would DOL consider expanding its WONTO eligible recipients to State DOTs, Workforce Development Boards, contractor organizations or other approaches to provide a greater opportunity for the SWD Initiative to recruit, train, and place women into highway construction careers with WONTO funds. There is a great need, but funding is an issue. Given the SWD network, greater access to the WONTO grants would go a long way in bringing women into highway construction.
