Due to current testing space limitations, candidates may need to travel to a test site to take this examination. Candidates will be notified of their test site location on their admission notice.

Appointees who work in the five boroughs of New York City or in Nassau, Suffolk, Rockland, or Westchester Counties will receive an additional $1,827 annual downstate adjustment. Appointees who work in Dutchess, Orange, or Putnam Counties will receive an additional $975 annual mid-Hudson adjustment.

Minimum Qualifications

On or before March 23, 2024, you must have:

For Exam No. 21-041:

Either 1. a bachelor's degree AND two years of professional clinical (see below) or professional administrative (see below) experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders;

Or 2. a master's degree AND one year of professional clinical (see below) or professional administrative (see below) experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders.

For Exam No. 21-042:

Either 1. a bachelor's degree AND three years of professional clinical (see below) or professional administrative (see below) experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders;

Or 2. a master's degree AND two years of professional Clincial (see below) or professional administrative (see below) experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, recovery, or aftercare to a clientele with a primary diagnosis of substance use disorders.

Qualifying experience: For the purposes of this examination:

Professional clinical experience involves the provision of professional level care, treatment, or instruction to individuals with a primary diagnosis of substance use disorders in the disciplines of addictions counseling, mental health counseling, rehabilitation counseling, nursing, psychology, social work, physical therapy, occupational therapy, recreational therapy, or as a physicians' assistant.

Professional administrative experience primarily involves experience performing one or more of the following:

• development/management of a treatment program or prevention services;
• review and monitoring of program operations for regulatory compliance;
• development of program budget and/or review of provider expenditures;
• planning, developing, oversight, coordination, or operation of programs.

• If you expect to meet the educational requirements by September 30, 2024, you can take the multiple-choice test. You MUST submit proof of successful completion of the educational requirements to the appointing authority at the time of the employment interview or you will not be considered for appointment. Failure to meet the educational requirements by September 30, 2024, may result in your removal from the eligible list.
• Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. • If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
• New York State residency is not required.

Additional Requirements for Appointment:

1. Background Investigation/Justice Center Review: In some agencies, the names of all prospective employees will
• be checked against the Staff Exclusion List (SEL), maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s);
• be investigated through a Criminal Background Check (CBC). You must report all convictions. Conviction of a felony or misdemeanor or any falsified or omitted information may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of state and federal law;

And may

• be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees whose names appear on the SCR may be barred from appointment.

Duties

As an Addictions Program Specialist 1, you would have responsibility for a wide range of professional, administrative, and technical tasks associated with addictions prevention, treatment, and recovery systems. Under the supervision of a higher-level Addictions Program Specialist, you would serve as a member of a team assisting with program review; provide technical assistance and/or aid with program operations; and assist with the review of program certification and/or professional addictions credentialing applications, and requests for new services. You would also prepare and present addictions prevention and education materials to community groups; prepare written plans for services in specific areas; research, collect, and analyze reports/data; and assist with the development of professional skills programs for counselors.

As an Addictions Program Specialist 2, you would provide a wide range of duties related to substance use disorder programs and services for the Office of Addiction Services and Supports (OASAS). Addictions Program Specialists 2 are located in OASAS Regional Offices and Central Office locations. Incumbents develop, plan, evaluate, monitor, coordinate, and certify local substance use providers. Addictions Program Specialists 2 may supervise and provide training to subordinates or may serve as technical experts in a particular area. Incumbents handle the more difficult or larger assignments, local programs, or counties. They may also serve as a team leader on selected assignments.

Note: A promotion examination will also be held for these positions. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public. Although promotion examinations are being held, it is expected that appointments will be made as a result of the open competitive exam.

Subject of Examination

To be considered for appointment to this title, you must pass the multiple-choice test. The multiple-choice test evaluates your knowledge, skills, and/or abilities in the following areas:	For Examination Numbers

1. Educating and interacting with the public - These questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service.	X	X
2. Planning and monitoring substance use disorders services - These questions test for knowledge of the principles and practices used in planning and monitoring substance use disorders services, along with knowledge of substance use disorders problems and treatment programs. Questions may cover such topics as approaches to intervention and treatment; the applicability, use, and effectiveness of various treatment alternatives; and developing, implementing, and monitoring treatment programs. 3. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.	X	X
4. Understanding and interpreting written material - These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.	X	X
5. Evaluating conclusions in light of known facts - These questions will consist of a set of facts and a conclusion. You must decide if the conclusion is proved by the facts, disproved by the facts or if the facts are not sufficient to prove or disprove the conclusion. Your final score must be 70 or higher in order to pass. Your final score on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits.

Admission To The Test: If approved for a multiple-choice test, you will receive an admission notice which will indicate your assigned test date and the way your test will be administered. Your test may be administered with paper and pencil or online at a state test site using a state-provided Chromebook. You cannot request to change your scheduled day or request a specific type of test administration.

Applicants are required to have a Personal NY.gov account and keep their email address up to date. The Department of Civil Service and other state agencies will communicate with you through email correspondence. This may include notification of your application status, your test arrangements, examination results, and canvassing you for interest in appointment. All tests will be held at the state examination center. Cell Phones or Electronic/Communication Devices at the Test Site
