Description

The ideal candidate(s) for this position will bring grant management, stakeholder engagement, and excellent communication skills, as well as the capability to organize and lead complex projects. We are seeking candidates who have experience managing federal or state grants, preferably in the areas of workforce development, economic development, or education. Most importantly, we are looking for individuals who share the core belief of Career Connect Washington (CCW):  that every student in Washington deserves a future of purpose and prosperity, and the support necessary to achieve it.

This recruitment will be used to fill multiple positions.

Duties

Some of what you will do:

Lead statewide CCW grant activities, administer federal and state-funded grants and contracts to CCW system actors, and consult internal and external leadership on statewide performance, strategy, and operations by:

  • Managing CCW contracts issued by ESD to CCW implementers such as networks, intermediaries, sectoral partnerships, and other system actors implementing CCW. 
  • Facilitating statewide communities of practice, in collaboration with CCW coalition partners and arranging for peer-to-peer learning and replication of best practices among implementers to increase equity and outcomes statewide. 
  • Developing complex reports and maintaining information systems concerning statewide events, outcomes, and resources needed. 
  • Collaborating with K-12 systems, community and technical colleges, community-based organizations, and state agency partners to increase employer engagement and the adoption of CCW programming as employers’ preferred talent solution.
  • Utilizing quantitative and qualitative data to conduct analyses that contribute to the improvement of grant outcomes and system processes. 

Advance the mission, vision, and objectives of CCW in concert with stakeholders by:

  • Seeking additional and diversified funding to grow successful initiatives, in partnership with grant writers and other team members. 
  • Advancing statewide and regional efforts to develop new or expand existing career connected learning programs (including Career Launch, Career Prep, and Career Explore). 
  • Drafting briefings, writing reports, and delivering presentations to internal and external partners that advance the CCW mission, vision, and performance goals. 

Ensure continuous improvement and ongoing effective operations of ESD’s grant management systems by:

  • Leading and advancing a culture of operational excellence in ESD’s grants administration space, identifying and enacting continuous improvement opportunities, and advising agency leadership regarding gaps, opportunities, and potential solutions.
  • Facilitating workgroups to develop and implement strategies which improve the efficiency, predictability, consistency, and overall quality of ESD's grant administration tools, processes, and systems.

Qualifications

Required: 

A bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field and five (5) years of demonstrated experience in two (2) or more of the domains listed below:

OR

A combination of education, certification(s), and/or demonstrated experience (9 years total) in two (2) or more of the domains listed below:

Experience Domains

  • Managing or monitoring publicly funded grants, contracts, or programs.
  • Performing data analysis and research.
  • Developing and/or analyzing policies, laws, rules, or regulations.
  • Conducting business analyses and/or developing business requirements.
  • Project management and/or product management.
  • Managing and overseeing business operations.
  • Managing client, stakeholder, and/or customer relationships.

 

Desired Qualifications: 

  • Demonstrated knowledge and experience managing state- and federally funded grants and contracts. 
  • Demonstrated knowledge and experience with Career Connect Washington and related initiatives. 
  • Demonstrated knowledge and experience serving employers and implementing workforce programs and solutions. 
  • Demonstrated ability to work with colleges, schools, employers, labor organizations, trade associations, local workforce development boards, educational service districts, state and federal agencies, and private nonprofits. 
  • Knowledge of Washington’s workforce development system and its state and regional partnerships and operations. 
  • Demonstrated project management proficiencies. 
  • Demonstrated proficiencies with data analysis and visual management tools/software. 

Additional Requirement of Employment: 

  • Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.
  • Must be able to travel as needed.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
