Power of a Job:  The Paid Family and Medical Leave (PFML) and Long-Term Services and Support (LTSS) division is looking for multiple Product Analysts (MA4) to focus on the experience of ESD customers and their usability, expectations and journeys of the Paid Family and Medical Leave and Long-Term Services and Support  products and tools. In this role, you will work across multiple teams to design and conduct customer research projects, document internal and external customer requirements, analyze data and research findings, and propose customer-centric solutions that meet business requirements, program objectives, and provide value to customers.. Your successful collaboration with these teams will ensure the design, implementation, and delivery of customer focused products will yield excellence in service delivery and align with our mission, vision and values.

Duties

As one of our Product Analysts, you will serve as the subject matter expert in Paid Family and Medical Leave and Long-Term Services and Support products that ensure a positive customer experience. You will follow pre-development processes within the Product Team that leverage research, data and customer insights to drive engagement, promote effective design, and maintain a cohesive user experience across PFML and LTSS products. In addition, you will illustrate to managers and staff that the experience of the customers we serve is critical to meeting our agency strategic and business goals.
 
Some of what you'll be doing:
 

  • Design and conduct usability studies, customer surveys, focus groups and other research to collect, analyze and document qualitative and quantitative data on the user experience of products and tools.
  • Define and refine customer personas and Jobs to be Done to drive product development and meet or exceed customer service performance goals.
  • Provide recommendations to management for enhancement and product development prioritization based on user research findings, requirement elicitation, and business process maps.
  • Provide business process requirements to internal and vendor technical staff to implement the technological solution to support the program development. Inform, clarify and respond to questions from development teams.
  • Ensure products' epics, features and user stories include details and acceptance criteria the meet customer needs and accurately reflect legal requirements, user preferences and standard operating procedures.
  • Investigate customer behavior and their requirements in order to add context and insight into the process of designing the user experience.
  • Analyze and synthesize research findings into actional insights and communicate to stakeholders.
  • Establish and/or coordinate the design, preparation, and implementation of statewide user information systems, programs and/or technical assistance plans.
  • Contribute to continuous quality improvement processes by analyzing statewide data for leadership and staff use.

Qualifications

Required Qualifications:

  • Bachelor's degree in business or public administration, law, public health, health administration or a closely related field.
  • Three (3) years of professional experience in conducting research and analyzing policies, laws, rules, or regulations.
OR
  • A combination of education and/or relevant experience.

Preferred Qualifications:
 
Preference may be given to those that not only meet the qualifications above, but also have the following:
 
  • Knowledge of Paid Family and Medical Leave product suite, customer journeys, legal requirements, and business processes.
  • Experience collaborating and partnering with peers in product, design and engineering.
  • Experience working an agile development environment.
  • Self-motivated and can work independently; escalating blockers when needed.
  • Experience articulating user identity through personas, journey maps and scenarios.
  • Experience with business process design and mapping.
  • Strong communication skills – both verbally and written.
  • Ability to be responsive to evolving and changing user needs.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
