As a Construction Control Representative, you will conduct site investigations, develop cost estimates for projects and perform project management for construction and/or repair projects from preliminary identification through project closeout in both federal and leased buildings.

Ensures that all projects assigned are technically correct in both design and construction and are in accordance with industry and applicable federal and local codes.
Develops detailed cost estimates and design criteria to support Architecture and Engineering Services (A/E). Provides technical evaluations and support contract negotiations through award.
Develops detailed scopes of work and project schedules based on project specific agency requirements. Develops detailed project cost estimates using the most current PBS national estimating tool. Provides technical evaluations on contractor proposals to the PBS Acquisition Team and support contract negotiations.
Provides project management and acts as the contracting officer’s representative (COR) on all assigned projects. Actively meets with contractors, lessors, customer agencies and other PBS team members to ensure projects stay within budget, schedule and scope. Provides technical reviews on contractor proposals, change orders, submittals and drawings to ensure compliance and price reasonableness to the government.

The GS-12 salary range starts at $88,651 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is experience applying engineering methods and techniques and construction practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); defining requirements with customers; developing construction cost estimates; inspecting construction; administering construction contracts; and reading and interpreting engineering and architectural plans and specifications. Such experience must also include independently managing projects and/or large portions of projects (balance scope/quality, schedule and budget) requiring the services of multiple disciplines from project initiation phase through project closeout.
