Project Overview

Metropolitan Council Environmental Services (ES) is undertaking a rehabilitation project for the Battle Creek regional sewer (interceptor) system in Saint Paul. Work includes sewer lining and manhole replacement, along with operational and safety improvements.
 

Project Description

The Metropolitan Council’s statutory mission is to foster efficient and economic growth for a prosperous region. Environmental Services supports that mission by providing regional wastewater service to 2.6 million people in 110 communities within the seven-county metropolitan area. The regional wastewater system protects public health and water quality while providing capacity to serve the planned growth of the region. The interceptor system meters and transports the wastewater flows from local community systems to one of nine regional wastewater treatment plants. It is comprised of over 610 miles of pipelines, 60 lift stations, and 223 metering sites.

Interceptor rehabilitation projects reduce Infiltration and Inflow, rehabilitate deteriorated areas, and improve structural integrity in order to prevent structural collapse or other potential conveyance problems. ES staff identified numerous conditions within the Saint Paul area interceptor system requiring corrective action including severe corrosion and voids or breaks in the pipe.

Most of the work is cured-in-place pipe (CIPP). CIPP involves the construction of a new pipe inside of the existing pipe. Impacts from this type of construction may include dust, noise, odors, vibrations, traffic disruptions, equipment staging and visual impacts. Construction is anticipated fall 2020 through fall 2021, and will include trail closures and detours.

Project and detour Map of Battle Creek Regional Park Area.  Timelines and closures are color-coded and are described below.  Regional detour eastbound Upper Afton Road to southbound McKnight Road to westbound Lower Afton Road.  Orange and black local detour line: Along Upper Afton Road from Battle Creek Road to Ruth Street, then north along Ruth Street.  Pink and yellow regional detour line: Along Upper Afton Road from Battle Creek Road to McKnight Road.  Along North and South McKnight Road from north of Upper Afton Road south to Lower Afton Road.  And along Lower Afton Road from Battle Creek Road to South McKnight Road.  Blue line: Full access throughout project with lane narrowing: A segment of Upper Afton Road East of White Bear Avenue South to Battle Creek Road.  Red dot-dash line: Closed to vehicles fall of 2020 to fall of 2021, and bike access to Highway 61 underpass remains open.  This is east of Highway 61 from Battle Creek south to Lower Afton Road.  Purple dashed line: Full access throughout project, trail traffic on roadway shoulder from spring to fall of 2021.  Located along Lower Afton Road between Highway 61 and Battle Creek Road.  Brown dashed line: Trail closed from fall 2020 to fall 2021.  This is along Battle Creek, starting near Point Douglas Road South on the west end, curving south then northeast again, to north of Upper Afton Road and slightly west of Ruth Street.  Cyan solid line: Trail closed from spring 2021 to fall 2021.  This is north of Lower Afton Road between Highway 61 and Battle Creek Road.


Trail Impacts
