Position Summary

The City of Brooklyn Park, Minnesota's sixth largest municipality is seeking applicants for an Appraiser I - Residential within the Finance Department. 

The Assessing Department prides itself in providing accurate, impartial and defendable valuations and classifications.  We are dedicated to continuous improvement and are open to new ideas and progressive thinking.  Professional development is encouraged, and reimbursement is provided for continuing education, professional memberships and licensure exams.

Essential Duties and Responsibilities

  • Inspect and appraise existing properties (quintile inspections)
  • Inspect and appraise new construction/additions to residential properties; set valuation parameters based on market activity
  • Reappraisal and reporting for the Local Board of Appeal and Equalization.
  • Prepare, verify and analyze sale data to ensure well documented information is available for support of assessed valuations, procedures and practice
  • Communicate with property owners, users and their representatives on matters of confidential data, public records, classification, appraisal valuation process and legal requirements as set by Minnesota statutes
  • Perform other duties as assigned

Minimum and Desired Qualifications

Education/Experience
Four (4) years of work experience as a state-licensed appraiser or an appraiser in an assessing office or bachelor's degree in real estate, finance, business, public administration, economics or closely related field   

Licenses/Certifications

  • Possession of a valid driver's license
  • The successful candidate must obtain the Certified Minnesota Assessor (CMA) license within two (2) years of date of hire (the City will provide assistance with completing the necessary course work and testing)

An equivalent combination of education and experience closely related to the duties of the position MAY be considered

Desired Qualifications
  • Certified Minnesota Assessor (CMA) preferred. If CMA certified, please attach a certification copy to your application  
  • State certified or licensed appraiser, please attach a certification copy to your application
  • Working knowledge of market and cost approach to value
  • Working knowledge of mass appraisal concepts and procedures
  • Possession of other real estate designation like CAE, MAI, SRA, CCIM, CRE, etc
  • Previous experience working with people from various cultural, socioeconomic, racial and ethnic backgrounds
  • Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese language(s)

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience, skills' assessment and/or an interview. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Human Resources Department reserves the right to limit the number in any phase of the selection process.

Anticipated Work Schedule  The position is a full-time, non-exempt, non-union position that will work a standard 40-hour work schedule of 8:00 a.m. – 4:30 p.m. Monday through Friday.
 
Anticipated Hiring Wage   $31.33-40.26, dependent on qualifications and experience

Pay Grade: NE9
