City announces August 1 opening of online license applications for Adult Use Marijuana Retailers, Micro-businesses, and Consumption Lounges
- Online Applications for the first phase of limited Marijuana business licenses open August 1 at homegrowndetroit.org
- Available licenses include social equity and general retailer, micro-business, and consumption lounge
- The City intends to award a total of 100 retailer licenses in three phases
On July 12, Detroit City Council voted to open Phase 1 of Limited Licensing for Adult-Use
Marijuana Retailer, Micro-business and Designated Consumption Lounge. The Department of Civil
Rights, Inclusion & Opportunity’s (CRIO) Office of Marijuana Ventures & Entrepreneurship today is
announcing that online applications will be accepted August 1 through August 31, 2022. The application will be available on the website on August 1.

“I want to thank my colleagues for allowing this next critical step in the licensing process despite the
frivolous lawsuits and ongoing attempts to get Detroit's ordinance tossed,” said President Pro Tem
James Tate, who sponsored the adult-use marijuana ordinance. “For years Detroiters have been fighting for an opportunity to compete in the state’s ever-growing market and the time has finally come to reap the benefits of their hard work.”
The City of Detroit intends to award up to a total of 100 retailer licenses, 30 total microbusiness licenses, and 30 total consumption lounge licenses over the course of three phases. During Phase 1, the following licenses will be awarded:
- 20 Social Equity Retailer
- 20 General Retailer
- 5 Micro-Business Equity
- 5 Micro-Business General
- 5 Consumption Lounge Equity
- 5 Consumption Lounge General
“City Council Pro Tem James Tate deserves a great deal of credit for his leadership on this issue.
Assuring City of Detroit residents have full and unfettered access to retail marijuana licenses is in everyone’s best interest,” said Mayor Mike Duggan. “Despite all the hurdles President Pro Tem Tate and members of the administration had to clear, we finally have in place a fair and equitable process that creates real opportunity for Detroiters.”
Once the Phase 1 application period closes, licenses are to be granted in order of applicant scores, with tiebreaker lotteries used for applicants who (1) have received the same score and (2) have earned a minimum of 100 points of the General Scoring Criteria and a minimum of 5 points of the Social Equity Scoring Criteria.

The City of Detroit Adult-Use Marijuana Ordinance was sponsored by Detroit Council President Pro Tem James Tate, and was approved by Detroit City Council on April 5, 2022. The ordinance became effective April 20, 2022. The Detroit City Council voted 8-1 to approve the ordinance.
Mayor Mike Duggan's administration has worked over the last two years seeking equitable
opportunities for Detroiters to participate in the marijuana industry, estimated to yield $3 billion in
annual state sales.
