Position Description

Minneapolis Elections & Voter Services is a division of the Office of the City Clerk whose purpose is to support access to local government. We administer local, state, and federal elections for Minneapolis voters. Our estimated population is 430,000 with about 260,000 registered voters. Behind Hennepin and Ramsey County, we are the third largest voting jurisdiction in the state. We work to conduct elections with integrity, accuracy, and accessibility, empower civic participation across generations, and lead in election administration through innovation and collaboration.
 
Absentee Voting Team Member (up to 40 positions)
The City Clerk’s Office is looking to fill up to forty (40) temporary Absentee Voting Team Member positions to: provide customer service, assist voters, answer phones, provide election information to the public, prepare election materials, process applications for absentee ballots, process voted absentee ballots, enter and look up data in the Statewide Voter Registration System (SVRS), and perform associated clerical work as needed at one of the Minneapolis Early Vote Centers.
 
These are full-time (30-40+ hours per week), temporary positions scheduled for October 17 – November 10. If you have already applied for an Absentee Voting Team Member position in July (Job Number 2022-00471), you DO NOT need to reapply. 

Hours may fluctuate based on operational needs. Will involve evening and weekend hours, as needed, especially in the final week(s) leading up to Election Day.

COVID-19 Vaccination and Testing Alternative Policy
The City is concerned about the health, safety, and well-being of employees. All employees must either provide proof of being fully vaccinated or undergo weekly COVID-19 testing.
 

Job Duties and Responsibilities

  • Answer questions regarding election services. 
  • Assist voters with absentee voting.
  • Process absentee ballot requests, completed absentee ballots, and prepare absentee ballots for tabulation.
  • Assist in processing returned absentee ballots.
  • Assist with any necessary setup and takedown of absentee voting areas. 
  • Assist in cleaning and maintaining absentee voting space(s).
  • Screen phone calls, answer and respond to general inquiries or route calls to appropriate personnel, and monitor reception area.
  • Provide election-related information to voters on request, by telephone, e-mail, written correspondence and in-person.
  • Assist in processing election mail. 
  • Prepare election materials for distribution.
  • Perform a wide range of clerical duties relation to election operations as assigned by program supervisors which may include but are not limited to: support of front-desk operations and administrative activities, support of election judge training activities; support roles in election warehouse; support roles for any other elections-related activities.
 
WORKING CONDITIONS: Normal office setting with occasional field work; may involve assignments at various Minneapolis sites, including outdoor and/or warehouse-related activities.

Required Qualifications

Minimum Education:
High school diploma or equivalent; or currently attending high school
 
Must meet Minnesota State Election Judge qualifications;

  • Must be a U.S. citizen;
  • Must be at least 18 years of age; or be a high school student who is 16 or 17 years of age;
  • Able to read, write, and speak English;
  • Cannot be a candidate, or the spouse, parent, stepparent, child, stepchild, sibling or step- sibling of a candidate on the ballot;
  • Or domiciled, either permanently or temporarily, with any candidate on the ballot and;
  • Cannot be a candidate in the election.
Licenses/Certifications: Election Judge Training provided.
 
Desired Qualifications:
  • Proficiency in Hmong, Somali, Spanish, or Oromo highly desirable to assist voters in translating elections materials.
    • Candidates selected for positions that make use of additional language skills may have the opportunity to pass a proficiency test to receive additional language pay.
  • Experience working in elections.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title.
