2022 November General Election Turnout Rates

Where possible, this page displays the total ballots cast in each state. Where these data are unavailable, the "vote for highest office" is displayed, which is the statewide office with the highest vote total or the combined US House races when no statewide office is available. Sometimes final turnout reports are made available well after the election and these statistics will be updated accordingly.

Notes:

The denominator reflects the Census Bureau's July 1, 2021 and July 1, 2022 voting-age population estimates extrapolated to Nov. 1, 2022; non-citizen estimates from the 2021 1-Year American Community Survey; the year-end 2020 DOJ prison report; and the year-end 2020 DOJ probation and parole report. 

The number of felons who are on probation is estimated to be 69% of the total, which based on the DOJ parole and probation report, and this adjustment is applied to the number of ineligible felons on probation. Starting in 2010, the Bureau of Justice Statistics began reporting citizen prison populations and voting-age populations. I subtract these populations from the prison statistics. For non-reporting states I estimate the non-citizen felon population from similar adjacent states.

A '0' indicates that either a state does not disfranchise a class of felons or the state does not incarcerate felons within their borders (this is true for DC). See The Sentencing Project for more information.

The overseas eligible population estimate is a 2020 November civilian estimates from the Federal Voting Assistance Program -- which estimates 2.9 million overseas citizens in 2020. To this, I add 229,152 active duty military stationed overseas according to the June, 2022 defense manpower report.
