Residents of 14 Kentucky counties impacted by the Feb. 14 catastrophic flooding, landslides, and mudslides that caused structural damages and profound losses in eastern Kentucky are eligible for Disaster Supplemental Nutrition Assistance Program benefits, approved March 3, 2025, by the U.S. Department of Agriculture Food and Nutrition Service. D-SNAP applications will be accepted from March 5, 2025, through March 12, 2025, excluding Sunday, March 9, 2025.

Persons residing or working in the following 14 counties are eligible to apply for D-SNAP assistance: Breathitt, Clay, Estill, Floyd, Harlan, Johnson, Knott, Lee, Letcher, Martin, Owsley, Perry, Pike and Simpson.

Residents receiving SNAP benefits can request and apply for a replacement of benefits due to power outages and other impacts. Any SNAP recipient can request replacement and/or supplement of benefits whenever food purchased with SNAP benefits is destroyed due to a household disaster.

Additionally, residents receiving SNAP benefits or DSNAP benefits in approved counties can purchase hot, prepared food at authorized retailers with their benefits until March 27, 2025.

"Team Kentucky appreciates the federal emergency funding provided to aid Kentuckians whose homes and properties have been impacted or destroyed by this historic storm," stated Eric Friedlander, Secretary of the Cabinet for Health and Family Services. "It's comforting to know that storm victims can access these crucial benefits. Despite the fact that not all grocery stores may be operational due to storm damage, an increasing number are reopening and ready to assist."

Prospective applicants should call the Department for Community-Based Services' call center for D-SNAP at 1-855-306-8959; this is the fastest way to receive benefits. Applications will be taken by phone from 8 a.m. to 4:30 pm EST Monday-Friday and Saturday 9 a.m. to 2 p.m. EST.  Applications may be made at a DCBS office at these addresses below from Monday -Friday 8 a.m. to 4:30 p.m. EST and Saturday 8:00 am- 4:30 pm EST.

In Pike County, the main office, located at 295 Hambley Blvd, Pikeville, KY, will be open on Saturday, March 8. However, the Belfry and Phelps offices will be closed on Saturday.

The state will accept applications for Disaster Unemployment Assistance (DUA) from individuals in Breathitt, Clay, Estill, Floyd, Harlan, Johnson, Knott, Lee, Letcher, Martin, Owsley, Perry, Pike, and Simpson counties who are out of work as a result of the severe storms, straight-line winds, flooding, landslides and mudslides that occurred in Kentucky beginning on Feb. 14, 2025.

Individuals – including unemployed and self-employed individuals who were living or working in the affected areas and became unemployed or had work interrupted as a direct result of severe storms and flooding that began on Feb. 14, 2025 – are eligible to apply for DUA benefits through the Kentucky Office of Unemployment Insurance.

DUA is available to individuals who:

  • Worked or were self-employed, or were scheduled to begin work or self-employment;
  • Can no longer work or perform services because of physical damage or destruction to their place of employment as a direct result of a disaster, which can also include the physical inaccessibility of the place of employment due to its closure by the federal, state or local government in immediate response to the disaster;
  • Establish that the work or self-employment they can no longer perform was their primary source of income;
  • Do not qualify for regular unemployment insurance benefits from any state;
  • Cannot work or resume self-employment because of an injury as a direct result of the disaster; or
  • As a result of the disaster, became the breadwinner or major supporter of a household because of the death of the head of the household.

In order to qualify for DUA benefits, claimants in eligible counties must show that their employment or self-employment was lost or interrupted as a direct result of the disaster and that they are not otherwise eligible for regular unemployment insurance benefits under state or federal law. Farmers and other self-employed individuals who traditionally are ineligible for unemployment insurance (UI) benefits may qualify for DUA.

To receive DUA benefits, the federal program requires individuals to provide documents, including a copy of their most recent federal or state income tax forms or check stubs, a bill showing their physical address at the time of the disaster and a photo ID. All required documentation must be submitted within 21 days from the date the individual's DUA application is filed.

DUA is available for 28 weeks of unemployment beginning Feb. 16, 2025, until Aug. 30, 2025, as long as the individual's unemployment continues to be a direct result of the disaster.

How To File a Claim
Affected individuals should visit the Kentucky Career Center website at kcc.ky.gov or call 502-564-2900 to file their initial claim. The deadline to apply for assistance is April 25, 2025.

Updated information will be communicated on the Kentucky Career Center website and through future press releases with detailed information. DUA is funded by the Federal Emergency Management Agency and benefits are not charged to employers.

​Natural disasters such as floods can greatly impact a family's circumstances. These changes can result in eligibility to enroll in kynect health coverage. Get details.​​

Open Enrollment ended on Jan. 15, 2025. However, there are qualifying life events that may make Kentucky residents eligible for an exception, and they may apply for coverage during a Special Enrollment Period (SEP). You can qualify for an SEP if you have experienced a qualifying life event, including:

  • The loss of health insurance through a job.
  • ​Household changes such as marriage, divorce, a death in the family, or having a baby.
  • A change in your home address.

Applicants have 60 days to enroll in a plan if they meet SEP qualifications. Those who miss the 60-day window will need to wait until Open Enrollment begins this fall to enroll in 2026 coverage.

Individuals may also be eligible for Medicaid coverage if they meet certain income limits.

The Kentucky Community Crisis Response Team provides the entire spectrum of critical incident stress management services from pre-incident training, acute crisis response, and post-incident support to emergency services personnel who have encountered a traumatic event. Traumatic events include line of duty deaths, multicasualty incidents, use of deadly force, suicide of a first responder, events involving children, prolonged incidents, terrorism and any other overwhelming event.

These services are provided at no cost in attempt to prevent the destructive effects of emotional trauma, job related stress, and accelerate recovery from critical incidents before stress reactions can negatively impact an individual's career, health and family.​

​Many people will use portable generators during these power outages that follow flooding. Portable generators are life-saving tools in times of emergency. However, because of improper consumer use, they can also be deadly. Year after year, people suffer carbon monoxide poisoning due to improper usage of portable generators. Information and preparedness now can help prevent tragedy.

The Portable Generator Manufacturers' Association (PGMA) offers these life-saving safety tips.

The Kentucky Department of Revenue will provide tax relief for individuals and businesses in the entire state of Kentucky affected by severe storms. This extension allows affected taxpayers whose filing deadline is on or after Feb. 14, 2025, until Nov. 3, 2025, to file Kentucky income tax returns and to submit tax payments for individual income tax, corporate income tax and other taxes. 

The Internal Revenue Service is also providing this relief for federal taxes. For federal tax relief, visit irs.gov​.

​The Kentucky Transportation Cabinet is working to assess and repair state-maintained roadways and bridges in Eastern Kentucky. For a real-time traffic and current road closures check GoKY.ky.gov​, or use a navigation app like Waze.​​​​​

​Impacted Kentuckians who are facing challenges with their utility bills are encouraged to first contact their utility provider regarding assistance programs such as arranging alternative payment schedules or payment plans. In addition, the following resources are available.​
