2023 Legislative Session Update:  Wins for behavioral health 


HB4 Medicaid twelve month postpartum coverage.

Extends postpartum medical coverage for Medicaid eligible women from 60 days to twelve months.  


HB56 Purple star schools.

Establishes the Purple Star program in statute for Wyoming military children.  The Purple Star program was initiated in Wyoming in 2022.  This program supports military children and their families within the school setting.  Wyoming currently has two Purple Star schools:  Freedom Elementary in Cheyenne and McCormick Junior High in Cheyenne.  For additional information go to https://edu.wyoming.gov/for-parents-students/purple-star-schools/


HB65 988 suicide prevention.

Establishes the 988 Wyoming crisis line in statute and provides standards for operations.  Additionally establishes a trust account to allow for funding opportunities outside of state government.  Currently the Wyoming 988 crisis line is available 24/7 and is funded through July of 2025.


HB81 Hospital supplemental payments-statutory fix.

Allows private hospitals and psychiatric residential treatment facilities to collect additional funds from Medicaid to support operations.


HB140 Mental Health care Access-Collaborative Care Model.

Establishes the Collaborative Care Model in Wyoming by allowing providers access to a different funding model focused on wrap around services within primary care settings.  This model integrates primary care medicine with behavioral health medicine into a single practice setting, thus encouraging collaborative care among providers and improving outcomes for patients.


HB195 American rescue plan act appropriations-amendments. 

The ARPA funds remaining will be distributed to a variety of projects outlined in this bill.  Outlined below are a few examples of support that will positively impact Wyoming families.  Funds have been allocated to youth with high behavioral health needs ($4M).  Funding was added for the launch of a Family Resource Center network in Wyoming by coordinating resources at the local level ($2.75M).  Additional funds were also granted to the food insecurity distribution system for Wyoming which will ease distribution to food banks across Wyoming ($3.5M).  Additional funds were added for the behavioral health redesign ($5M).


SF10 Licensed professional counselor compact.

Allows Wyoming to enter into a multi state licensing compact for licensed professional counselors which will improve access for Wyoming residents.


SF26 Psychology Interjurisdictional Compact.

Allows Wyoming to enter into a multi state compact allowing psychologists to practice in multiple areas.  This improves mental health access to Wyoming residents.


SF79 Plan of safe care-newborns.

Establishes a requirement for hospitals to develop a Plan of Safe Care for any infant born exposed to substances.  The Plan of Safe Care is developed with the providers and family to ensure that resources are established prior to discharge from the hospital.  


SF112 Peer support counseling-confidentiality.

Establishes confidentiality standards for peer support counseling for emergency services personnel.
