Reminders:
- As we are currently in 2023, you will need to change the application year to 2024. (See below for steps)
- Click on 'Change Status to: Draft Started' at the top of the Sections page to begin the data entry process.
- Title III (PRC 111) has been removed from Consolidated into its own shell, found as FP-Title III-Significant Increase PRC 111.
If you do not see an application on the Sections page, the allotments have not yet flowed into CCIP.

2022-23 Maintenance of Equity (Year 2)
Maintenance of Equity (MoEquity) is a required report within the American Rescue Plan Act (ESSER III). This is a two year requirement, so this will be the last year of reporting and is required of anyone who received ESSER III funds. This year all information will be collected using a survey.
There are three ways to be exempt from MoEquity:
- Fewer than 1000 students in the LEA
- Only one school for each grade span (elementary, middle, high)
- No reduction in per pupil expenditures when comparing the 2022-23 school year to 2019-20 school year.
If you meet one of these exemption requirements, then you will complete the appropriate form (linked here) and upload the completed form into the survey. However, if you do not meet any of the exemption requirements, then you must provide the required information to complete the MoEquity calculations.
A PDF copy of the survey is linked below for your review to ensure that you have gathered all required information before beginning the survey process. The MoEquity survey is due no later than June 30, 2023. If you have any questions, please contact Alex Charles (alex.charles@dpi.nc.gov).
