Elrich Seeks Applicants for Local Management Board for Children, Youth and Families (Collaboration Council)

County Executive Marc Elrich is seeking applicants to fill two vacancies for private sector members on the Board of Directors of the Montgomery County Collaboration Council, which is designated as the Local Management Board for Montgomery County. One incumbent is eligible to apply for reappointment.  

The Board of this quasi-public nonprofit corporation is comprised of nine private sector members and 12 members representing public child-serving agencies. Private sector applicants may be advocates for services to children, youth and families, providers of services for children and families (employees of private non-profit agencies that receive County or Collaboration Council funding are ineligible), parents of children who receive or have recently received services of the type funded by the Local Management Board, individuals between 18 and 25 years old, business owners and managers, leaders of civic and community service organizations, or leaders of religious organizations.

The primary function of the Board is to oversee and govern all aspects of the Collaboration Council’s programs, management and finances to ensure the implementation of a local, interagency service delivery system for children, youth and families in collaboration with families, service providers, policy makers, community leaders, and others. The Collaboration Council is responsible for assessing community needs, identifying priorities, targeting resources, and monitoring service delivery to ensure that children and families get the services and support they need.  Current focus areas include: the building and expansion of quality out-of-school time programs; maintaining infoMONTGOMERY, an online human services resource database; ensuring that youth are provided with equitable opportunities to successfully re-engage in educational and employment pathways, diverted from the juvenile justice system with appropriate programs, treated fairly in school settings; and assisting families of children with intensive needs to access cross-agency services.

Members serve three-year terms without compensation. Meetings are held on the second Wednesday of January, March, May, June, September, and November from 4:00 PM to 6:00 PM. The Board currently meets virtually by video- and teleconference. When in-person meetings resume in the future, the Board will meet in Rockville. Members are expected to serve on committees of the Board.

Applicants of diverse, backgrounds, professions, genders, geography, abilities, ethnicities, and ages are encouraged to apply. Members of County boards, committees and commissions may not serve on more than one such group at a time. Members must complete brief online training on the Maryland Open Meetings Act, Montgomery County Ethics Law, and basic parliamentary procedure.
