Summary/Background (Key Points):

 

The Fairfax County Public Schools (FCPS) Capital Improvement Program (CIP) is a planning and fiscal management tool used to coordinate the location, timing, and funding of capital projects over five years. The FCPS CIP is updated annually to reflect changing conditions within our schools and communities and builds upon the previously approved program of capital expenditures. This includes the development of a five-year membership projection set, facility capacity evaluations and potential solutions, an annual update to the schedule and funding of capital construction cash flow, and a facilities management program.

 

The updates in the FCPS Proposed Fiscal Year (FY) 2025-29 CIP identify current and anticipated funding from general obligation bond referendums for the following capital projects as outlined below.

 

Five years:

 

  • New School Construction: Dunn Loring Elementary School (partially funded).
  • Capacity Enhancements: addition at Justice High School (funded) and relocation of three modular buildings (funded).
  • Renovations: eleven elementary schools and one high school (funded); seven elementary schools, one middle school, and one high school (partially funded); and one middle school (unfunded).

 

Ten years:

 

  • New School Construction/Repurposing: Silver Line Elementary School (unfunded), Western High School (unfunded), Route 1/Pinewood Lakes Early Childhood Center (funded), Tysons Elementary School (unfunded), Pimmit Hills new/repurposing (unfunded), Virginia Hills new/repurposing (unfunded).
  • Renovations: two elementary schools (unfunded).
  • Site Acquisition: Western High School (funded).

 

 

Recommendation:

 

That the Board approve the Proposed FCPS FY 2025-29 Capital Improvement Program.

 

Board Member Proposed Amendments:

 

1. I move to amend the Capital Improvement Plan (CIP) to add Parklawn Elementary School to Table 4: Priority Recommended Boundary Adjustments on page 39 of the Proposed CIP with a Potential Scoping of Fall/Spring 2024. This will allow staff to address the number of temporary classrooms and projected capacity deficit at the school. (R. Anderson/Moon)

 

2. I move to amend the CIP to add Coates ES to Table 4: Priority Recommended Boundary Adjustments on page 39 of the Proposed CIP with a Potential Scoping of Fall/Spring 2024. This will allow staff to address the current and projected capacity deficit, student membership growth at the school, and the number of temporary classrooms at the school. (Lady/McDaniel)

 

 

 

Board Member Proposed Follow-on Motions:

 
1. I move to direct the Superintendent to present to the School Board by April 25, 2024, options to fund capital projects that maximize current funds, identify new fund sources, and obtain cost efficiencies. Recommendations should include public/private partnership opportunities, an analysis on the use of  “swing spaces” during school renovations to decrease project time, and local revenue-generating options available under Virginia law though not currently used in Fairfax. 2. I move to direct the Superintendent to transmit to the School Board by April 25, 2024, a plan to create a facility infrastructure policy for FCPS (Meren/Sizemore Heizer). 
The plan will include: 

  • Summary findings from a review of relevant FCPS policies and corresponding regulations -  beginning with the list below - with recommendations for what is to be updated, integrated, created, and/or retired; and
  • A suggested date by when the Superintendent can provide draft facility infrastructure policy language to the Governance Committee, to begin Board review.

3. I move to direct the Superintendent to  present to the School Board more information about the following related to infrastructure requirements by May 7, 2024:

  1. An inventory of “tracked” infrastructure requirements for each school and region.
  2. A conceptual plan to repair or replace “tracked” infrastructure in a cost-effective, fair, equitable, and expeditious manner; and 
  3. A conceptual plan to establish an inventory of “untracked” infrastructure. (Dunne/S. Anderson)
