Leveraging powers under the state of emergency on homelessness declared by the Board of Supervisors in January 2023, Los Angeles County has launched Pathway Home, a major expansion of its ongoing efforts to resolve encampments countywide, including recreational vehicles, in partnership with local jurisdictions and unincorporated communities.

With Pathway Home, the County will reduce unsheltered homelessness in specific communities by helping people living on the streets come indoors, receive supportive services they need to achieve housing stability, and ultimately move into permanent housing.

A Pathway to Permanent Housing

Pathway Home draws on lessons from previous multi-jurisdictional emergency housing efforts, such as Project Roomkey and the City of LA’s Inside Safe Initiative. The County is mobilizing and coordinating an all-hands-on-deck approach that offers people a diverse suite of interim housing options and comprehensive services to end their homelessness.

Encampment Resolution

With the support of Los Angeles Homeless Services Authority, Department of Mental Health and Housing for Health outreach teams, and community partners, unhoused encampment residents are offered immediate interim housing. Though the decision to leave the streets and go indoors is voluntary, residents are offered a credible pathway to permanent housing.

Diversified Interim Housing

Encampment residents who make the decision to enter housing are offered interim housing at a range of locations, including a designated local motel, where they have their own private and personal room to begin their pathway to permanent housing.

Connection to Services

Once stabilized in interim housing, residents are met with a robust array of services from County departments offering everything from immigration services, life skills, onsite case management, to benefits enrollment, mental health services and more.

Housing Navigation

Pathway Home residents are also offered specialized housing navigation services—helping them reach stable and secure housing.

Home

Using Measure H funding, the County is increasing the permanent housing pathways available to participants, helping them move from interim to permanent housing.

A Multipronged Approach to Bringing People Indoors

With Pathway Home, the County will use its emergency powers and continue to work with our invaluable local service providers, the Los Angeles Homeless Services Authority, and other jurisdictional partners to expand, enhance and expedite:

Encampment Outreach

The number of specialized teams from the LA County Departments of Mental Health, Health Services, Public Health and other agencies – as well as from trusted partners and community organizations – to work intensively with people who have the most complex physical and behavioral health needs.

Housing

A diverse array of interim housing at non-congregate hotels and available shelters that people can move into immediately while being matched to rental subsidies, benefits, and other assistance to secure permanent housing. The County will also continue efforts to expand the number of permanent housing units, such as acquiring and refurbishing motels and hotels under Homekey.

Supportive Services

Supportive services that clients both want and need at both interim and permanent housing, which can include physical and behavioral healthcare, substance use disorder treatment, and ensuring they are receiving their entitled benefits such as healthcare and subsidized housing.
