ProPEL Alternatives Process

The purpose of the Level 2 screening is to evaluate location-specific improvements for reasonability and potential impacts. The improvements considered in the Level 2 screening were identified in the Universe of Alternatives. In Level 2, the potential solutions are being qualitatively evaluated at specific locations. The screening process included consideration of location-specific safety and operational data, public input, traffic analysis, potential impacts, and a conceptual footprint comparison.
