FAC-C (Legacy) Training: The following training courses are FAC-C (Legacy) Training Requirements and are acceptable by GSA: CON 110; CON 111; CON 112; CON 120; CON 214; CON 215; CON 216; CON 217; CON 218; and three elective courses that are acquisition/procurement related.
FAC-C (Refresh) Training: FAC-C (Refresh) training requirements can be found at http://www.fai.gov/drupal/certification/fac-c-refresh-certification-requirements.
Acceptance of course equivalences extend only to those courses recognized by the Federal Acquisition Institute (FAI). Please note: If you have a current FAC-C Level II or III or a DAWIA level II or III certification, your training is fully qualifying for GSA's Mandatory Training requirement.
Waiver: GSA’s Senior Procurement Executive may grant a temporary waiver of the mandatory training and/or education requirements. Approval of such a waiver requires completion of the training and/or education requirements within the approved timeframe.
Basic Requirements:
In addition to the Basic Requirements, to qualify at the GS-12 level, applicants must have one year of specialized experience equivalent to the GS-11 level.
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is defined as experience performing contracting assignments procuring supplies and/or services using a wide range of contracting methods, contract vehicles and types. Procurement of these supplies and/or services at this level include:
Specialized experience requirement for GS-13: You must have one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is performing the full range of pre-award and post award activities utilizing various types of contracts such as fixed price, requirements type, performance based and multiple award schedules for the acquisition of services and/or commodities.
Basic Requirements for GS-1102-13:
To qualify, you must meet the following Basic Requirements for the GS-1102-13.
Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.
You will be evaluated for this job based on how well you meet the qualifications above.
If you are found qualified for the position, your responses to the self-assessment vacancy questions will be used to assign a numerical score. You must score at least 70 to be eligible. Current Federal Employees or Reinstatement Eligible Applicants: Submit a copy of an SF-50, Notification of Personnel Action, which shows your current (or most recent) grade and competitive service status. ICTAP/CTAP Candidates: Surplus or displaced Federal employees claiming CTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(a) for CTAP. This includes a copy of the agency notice, their most recent performance rating, and most recent SF-50, Notification of Personnel Action (or similar agency form) indicating current position, grade level and duty station.
Veterans: You must submit a copy of the applicable Certificate of Release or Discharge From Active Duty, DD-214 that shows the dates of applicable active duty service. If selected, a DD-214 showing the type of discharge (member 4 copy) will be required prior to appointment. If you are claiming 10 point preference or Derived Preference (a spouse, widow/widower, or parent of a deceased or disabled veteran), you must submit the following in addition to the DD-214: (1) completed SF-15 form; and (2) proof of your entitlement. Active Duty Military Personnel - Submit certification on a letterhead from the appropriate military branch that includes your rank, character of service (must be under honorable conditions) and military service dates including discharge/release date (must be no later than 120 days after the date the certification is submitted).
