The Grants Management Office (GMO) develops and tests new initiatives and reforms to increase outcomes on the workforce development system, closing skill gaps for employers and helping more people move into rewarding careers WDSI leads the agency's Implementation of the Workforce Innovation & Opportunity Act (WIOA) in service of the above goals, and leads the agency’s partnerships with other state agencies, local Workforce Development Councils and other partners to maximize outcomes for employers, workers, students and Job seekers.

Duties

How you will contribute

Reporting to the Grants Director, this position will help lead the agency's implementation of WIOA, including poverty reduction initiatives, economic recovery strategies, and internal and external reforms to close skill gaps for businesses and increase the number of people getting jobs. 

This position provides leadership during a historic opportunity to increase Washington’s capacity to help more people enter employment, with a focus on disadvantaged populations. In support of our state and local partners, ESD plays a critical role in this effort as a member of the WTECB, the state cabinet agency responsible for financial and operational oversight of WIOA and the provider of Wagner-Peyser services to help people across the state find jobs.  Washington is a national leader in workforce development, and ESD intends to support economic recovery in a manner that further solidifies Washington’s position as a national leader and example for innovative and effective workforce development.  This position will help lead the Proactive Grant Seeking Team, Human Centered Design Team, and the Governor’s Poverty Reduction Work Group, and help the Department and partners implement WIOA.   This position assists the Grants Director by coordinating and managing projects and activities at the state and local level. Internally, in response to WIOA's clear focus on these goals, this position will accelerate existing efforts to close skill gaps and help larger numbers of people enter employment and manage implementation of state reforms. Externally, this position will work closely with the Governor’s office, Poverty Reduction Work Group leadership, WTECB members and staff, and WDCs to support partnership-driven systemic reform.

This position will track internal and external progress toward accomplishing the state plan for WIOA, manage the grant development and expansion team, oversee grant applications and implementation of new initiatives, and manage multi-agency teams to ensure the Governor's goals for WIOA are achieved; close skill gaps for more businesses; help more people find jobs, and work together with a unified team across multiple agencies.
This includes collaborative work with ESD staff in multiple divisions of the agency, the Governor’s office, Workforce Training and Education Coordinating Board (WTECB or Workforce Board) members and staff, other state agencies, and the Workforce Development Councils (WDCs) to support partnership driven systemic reform in response to the WIOA act of 2014.

This position will use project management skills and collaborative leadership skills to develop, test, replicate, and expand grants and projects to meet the state’s overarching goals for WIOA and workforce development: achieve inclusive economic recovery, reduce poverty, close skill gaps for more businesses, help more people find jobs, and work together as a unified team across multiple agencies.

This position participates in state and national WIOA Implementation discussions, attends relevant WTECB subcommittees, creates ESD policy recommendations for WIOA Implementation in conjunction with ESD partners, reviews other organization's proposals for this topic, and helps coordinate internal and external agency-wide communication and action on inclusive economic recovery, poverty reduction, and WIOA. Work products and results include project management tools, briefings, presentations, position papers, organizational change tools, and well-coordinated teamwork across divisions and organizations, focused on increasing statewide capacity to reduce poverty, close skill gaps, and move more people into lasting employment.

Qualifications

What you bring (Required Education, Experience, and Competencies)

A bachelor's degree or post-graduate degree in Public Administration, Business Administration or other field.

A minimum of two years of experience in project management, lean management, or related management experience

A minimum of five years of experience in workforce development
Demonstrated creativity and capability to competently lead organizational change.

Proven ability to foster collaborative relationships within agencies and with external customers and stakeholders characterized by a high level of communication, cooperation and mutual regard.

A minimum of two years’ experience utilizing effective business planning and budget management skills.

Embracing strategies for government transformation, such as shared services, enterprise systems, business intelligence, and new service delivery approaches, that show promise to improve results and reduce costs.

Effectively influencing others to achieve understanding, acceptance and commitment to act in support of ideas, programs or causes.

Demonstrating a commitment to customer service.

Using knowledge and an understanding of the organizational and political climate to make decisions and take actions that satisfy diverse interests and contribute effectively to organizational goals.

Creating and nurturing a performance-based culture that supports efforts to accomplish the organizational mission and goals.
Enabling staff and peers to grow and succeed through feedback, instruction and encouragement.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
