East County Line Road/Weld County Road 1 Corridor Master Plan

Boulder County Public Works) along with Weld County, the City of Longmont, and the Town of Erie, has developed a corridor master plan for East County Line (ECL) Road/Weld County Road (WCR) 1. The master plan is a guide for planning and implementing future improvements along a 10-mile corridor between State Highway 66 in the City of Longmont and Jay Road in the Town of Erie.

About the Project

The East County Line Road Master Plan is a guide for future multimodal roadway investments along a nine-mile corridor between Weld County and Boulder County including large segments within the City of Longmont and Town of Erie. The plan identifies needs for future capacity, safety and multimodal mobility improvements such as shoulder widening, intersection improvements, flood protection and geometric changes. Input from the public is an integral part of this plan and reflects the needs of those who live, work and commute along this route.

Why is the East County Line Road Master Plan important?

Each section of East County Line Road / Weld County Road 1 is owned and maintained by one or more entities. Having a shared vision for the final road configuration allows for greater coordination and provides opportunities for partnerships as the partner agencies and organizations work together to improve mobility, connectivity and safety throughout the region.

Plan Recommendations

The East County Line Road/Weld County Road 1 (ECLR/WCR 1) Master Plan final report recommends a series of improvements to address safety, resiliency and multimodal mobility along the corridor. Recommendations are categorized by ownership of the roadway and identified as phased projects for completion over the next five to ten years; ten to twenty years; and beyond.

  • Main Report – The main report provides a summary of the planning process, presents the primary findings of the plan and explains the general plan recommendations.
  • Project RecommendationsThe Master Plan contains recommendations for twenty-five projects, each of which is explained and presented in this large-format workbook. Total estimated cost of $56 million is based on multiple planning-level assumptions. Actual costs will be clarified over time as projects are move into design and construction.
  • Corridor Recommendations show recommended improvements in their entirety along each of three segments. Estimated edge of pavement along with potential right-of-way property needs are shown along with the footprint of intersection improvements and bridge replacements. Please note that these are large files.
  • Public Involvement Summary contains detailed description of the public involvement process along with a summary of comments submitted during the planning process.
