Amend law-insurers receiving credit for reinsurance

To amend sections 149.43, 3901.62, and 3901.64 and to enact sections 3902.36 and 5167.47 of the Revised Code to amend the law related to insurers receiving credit for reinsurance, mental health and substance use disorder benefit parity, and the release of the telephone number of a person involved in a motor vehicle accident.
