Ensuring the timely mass vaccination of the population

On 19 January, the Commission called on the Member States to accelerate vaccinations across the EU and to vaccinate at least 70 % of the adult population by summer 2021[1]. It has been reported, however, that the vaccine roll-out in the EU should be happening five times faster if this target is to met[2]. On the contrary, there have been some serious cases of non-compliance with vaccine development and delivery schedules which are undermining the timely mass vaccination of the population.

Joining the voices of the World Health Assembly[3], India and South Africa[4], UN human rights experts[5] and civil society initiatives[6], the Parliamentary Assembly of the Council of Europe has urged the Member States and the EU to ‘overcome the barriers and restrictions arising from patents and intellectual property rights, in order to ensure the widespread production and distribution of vaccines in all countries and to all citizens’[7].
