American Rescue Plan

Minneapolis received federal stimulus funds. See a summary of how we are spending it.

Overview

Minneapolis gets a total of $271 million through the Coronavirus State and Local Fiscal Recovery Fund.

  • This is a section of the American Rescue Plan Act (ARPA).
  • The money comes in two installments.
    • The first installment came in May 2021.
    • The second installment comes in May 2022.
  • We can use it to cover costs incurred between March 3, 2021, and December 24, 2024.

We plan to use this money to focus on:

  • Housing/homelessness
  • Economic rebuilding
  • Public Safety
  • Climate
  • Public Health

Phase 1

The first round of revenue replacement and program spending was approved in July 2021. The total amount is $102 million.

Interim appropriations

An additional $11.5 million was appropriated this fall to several time-sensitive projects. The City Council also passed a budget amendment approving $3.75 million dollars for violence prevention. The 2022 City budget includes $47 million to make up for lost revenue, and the Mayor has recommended $72 million to make up for lost revenue in 2023-2024.

Phase 2

The City approved new spending of approximately $43 million in May 2022. City staff and elected officials used survey data and public input during the decision-making process.

All of the money the City received has now been approved to spend. See the Related Information section for links to more detailed ARPA project information.
