April 2024 – News You Can Use

Fiscal Year (FY) 2024 Appropriation News 

On March 23, 2024, the President signed the Further Consolidated Appropriations Act, 2024. The act includes provisions for Impact Aid as follows: 

  • $1,474,000,000 for basic support payments under section 7003(b),  
  • $48,316,000 for payments for children with disabilities under section 7003(d),  
  • $19,000,000 for construction under section 7007(a) [formula grants],  
  • $79,000,000 for Federal property payments under section 7002, and  
  • $4,835,000 for facilities maintenance under section 7008 [for Department of Education-owned schools].  

It takes several weeks for the funds to make their way through the Department of Treasury, Office of Management and Budget (OMB), and to the Department of Education, where they will finally be allotted to our account for distribution.   We have started making Section 7003(b) interim payments at a proration of 100% using an “above the continuing resolution” increase of $397 million that OMB granted Impact Aid in mid-March, based on our historical rate of obligations.  We are able to pay at a higher proration than the usual 90% interim rate because the FY 2024 maximum payment data is close to final, and we received an increase in appropriated funds for basic support.  We will finish sending out the remainder of interim payments as soon as our full-year funds are available in our accounts.  At that time, we will also raise the rate for 7003(d) payments to send out additional Children with Disabilities funds.  We expect all interim 7003 payments to be released before the end of April. 

Amending FY 2025 Applications 

The deadline to submit an amendment is June 30, 2024.

Director’s Quarterly Update – FY 2024, Q2

Hello everyone!

Welcome to our second issue of the Impact Aid Director’s Quarterly Update.  We are excited to feature one of our special teams in this edition. Their work plays a critical role in the distribution of Impact Aid grant funds. In the next quarterly newsletter, we look forward to featuring best practices from one of our stellar federally impacted districts.

Funding Updates

As of today, the Department of Education is funded through March 22, 2024.  For fiscal year (FY) 2024, we are currently paying Section 7003 local educational agencies (LEAs) at a proration of 50%, including payment adjustments due to Generally Comparable District Local Contribution Rates and Heavily Impacted payments under Section 7003(b)(2).  All eligible grantees received an initial payment for Children with Disabilities at $500 per Weighted Student Unit.  Section 7002 LEAs have received their foundation payments.

Special Team Spotlight

The Generally Comparable District (GCD) team has showcased their skills by initiating the GCD process earlier this year, leading to an earlier disbursement of Impact Aid payments. This strategic move not only underscores the team’s dedication but also exemplifies their commitment to ensuring LEAs receive their maximum payment under this provision.

The FY 24 GCD team consists of the following analysts: Chad Eggleston (lead), Michael Thomas, Alejandra Villalobos, and Lloyd Matthews. Kudos to the team for their hard work in this process of grantmaking.

FY 2025 Application Season Update

We received 1,004 Section 7003 applications and 206 Section 7002 applications in January, with 56% percent submitted in the final week before the deadline.

Facilities Maintenance – Section 7008

On Tuesday, December 19, 2023, the Impact Aid Director signed the Transfer of Ownership package for the new Randolph Field Elementary School located on Joint Base San Antonio, Texas.  Congratulations to the Randolph Field School District!  There are now only four Department of Education-owned school buildings on military installations, and we expect two of the remaining facilities to transfer to LEAs in FY 2024.

Grantee Satisfaction Survey

The Department of Education is ramping up its FY 2024 Grantee Satisfaction Survey.  All 7002 applicants will be surveyed and 20% of section 7003 applicants will be randomly selected for the survey. The launch date is slated for April 1, 2024.

March 2024 – News You Can Use

Fiscal Year (FY) 2025 Monitoring Notifications 

Monitoring notifications for the fiscal year (FY) 2025 application have been emailed to selected grantees. If you have received one of these notifications and need assistance, you should contact the Impact Aid analyst listed on your monitoring notification email.  Our March 6th webinar will specifically focus on providing assistance to districts that were selected for monitoring. Registration links for those webinars have been sent out in the monitoring notices and are included below for your convenience.  We highly recommend attending the webinar.  For local education agencies (LEAs) using electronic data collection (EDC), there will be a special webinar on March 7th at 2 PM ET.  

Late FY 2025 Application

February 2024 – News You Can Use

Fiscal Year (FY) 2025 Application Reminders

Did you miss the application deadline?  There is still time to apply for Impact Aid!  The fiscal year (FY) 2025 late application deadline for Section 7002 and Section 7003 is April 1, 2024.  Late applications are assessed a 10% payment penalty.

The deadline to submit an amendment is June 30, 2024. 

To start an amendment, log in to the Impact Aid Grant System.  On the Home page under the Status box, click the blue person icon to open your 7003 Application or the blue map icon to open your 7002 Application.  On the top right of the application record page, click the button to start an amendment.  Note that starting an amendment stops our review of your application and the review will not resume until your amended application is either canceled or signed and submitted.

Impact Aid FY 2025 Applications Due SOON

DO NOT WAIT!! The deadline to submit your school district’s fiscal year (FY) 2025 Impact Aid application is at 11:59 p.m. EST on January 31, 2024.  Start now to avoid a 10% payment penalty.   

As of January 23, roughly 21% of applications are submitted, 52% are in progress, and 27% have not been started.  Given the large number of applicants that have not started, we may not be able to assist everyone. It is imperative that you complete your application as soon as possible. 

The Impact Aid Program office closes at 6 p.m. EST on January 31.

Happy New Year to the Impact Aid Community! Now is the time to start your Fiscal Year (FY) 2025 application.

Impact Aid Main Phone Line

The main telephone number for Impact Aid ((202) 260-3858) has been discontinued as planned. Please contact your State assigned analyst directly for any assistance and contact the analyst’s supervisor if you have not received a response within two business days.

FY 2025 Application Update by the Numbers

  • FY 2025 applications are due on January 31, 2024, at 11:59 PM Eastern Time.
  • Applications received after the deadline are assessed a 10% late penalty.
  • To date, 64% of school districts that applied last year have not started an application.
  • To date, 3% of school districts that applied last year do not have an active core user account for the Impact Aid Grant System (IAGS).

IAGS System Reminders

If you have not logged into the IAGS since August 29, 2023, you likely have not completed the required Multi-Factor Authentication (MFA) setup process through Login.Gov.  For more information about account setup, visit this page on our portal November 2023 – News You Can Use.

Application Workshops

This month we will offer three application workshops for Section 7003 local educational agencies (LEAs) that have collected all of the necessary information to enter on the FY 2025 application but want guidance on entering it correctly in the IAGS.  Space will be limited, so please register for just one workshop on either 1/17, 1/18, or 1/23 at 2 p.m. Eastern time.  At the end of each workshop, most attendees will be able to confidently submit their application forward for signature.

Registration Open for Virtual Application Workshops

Is this your first year submitting a Section 7003 application?  Do you feel lost in IAGS?  If so, join us for a hands on, virtual application workshop!  In these Microsoft Teams sessions, participants will work in a small group with similar school districts and an Impact Aid analyst to complete the FY 2025 Section 7003 application.  You will be able to share your screen and ask questions as you work.

Space is limited and we ask that each person register for ONE workshop.  In order to be considerate of everyone’s time, we also ask that you gather and organize the information you will need to complete the application before attending.  This information is summarized on the Pre-Work Checklist (MS Word file).  If you complete the checklist and come prepared, you will be able to submit your application for signature during the workshop.

Registration links are below and sign ups will close at 5 p.m. Eastern Time the day before the workshop, or when the session is at capacity.  Act now to reserve your spot!  If your spot is confirmed, you will receive a calendar invitation in your email with the Microsoft Teams link to attend.

Section 7002 and Section 7003 Fiscal Year 2025 Applications Published Today

The Impact Aid section 7002 and section 7003 applications for Fiscal Year 2025 are now available online in the Impact Aid Grant System (IAGS).

Deadline

The application submission deadline for the Section 7002 and Section 7003 applications is January 31, 2024 at 11:59 p.m. Eastern Time. We urge you to begin working on your application well before the deadline. Do not wait until the last minute to submit your application. Applications received after the deadline are assessed a 10% late penalty.

Selecting the Correct Application

If you count federally connected children, select the 7003 application.  If you count federal acres within your school district boundaries, select the 7002 application.  Some LEAs apply for both.

Getting Started

Log in to the Impact Aid Grant System to start your application.  You must have a Login.gov account to access IAGS.  You can find the instructions for creating a Login.gov account here. If you have not logged in in the past 120 days, you can reactivate your account by entering your email address in the top green box hereMake sure you have all your application users updated before you begin your application.  Users added after the application is started will not have access, and you will need IAP staff assistance to reassign the application to the new account.

The application is a 3-step process.  Enter the data, review the data, and sign the application.  The application is not complete until the signature task is submitted. Applications with the status “Application” or “Signature” are not complete.

New Videos: The Section 7003 Membership Table and Indian Policies and Procedures

We have posted two new training resources to help you learn about different aspects of the Section 7003 program, particularly if you are unable to attend a live webinar.  The first video covers the membership table, with a focus on commonly asked questions, such as how to count children in grades lower than kindergarten, children with tuition agreements, children attending your district under an open enrollment policy, and homeschooled children.  The second video gives a brief overview of Indian Policies and Procedures and waivers, which we hope will be helpful for local educational agencies with Indian lands as well as Tribal officials.

Surveying

Has your LEA conducted this year’s Impact Aid Survey? Whether using a parent pupil survey (PPS) form, source check, or Electronic Data Collection (EDC), choosing a survey date, and then conducting a survey is the beginning to your preparation for your Impact Aid application.

Impact Aid Grant System (IAGS) System Updates
IAGS Multi-factor Authentication (MFA)

As of August 29, 2023, to meet current cybersecurity requirements, the IAGS requires school district and state users to access the IAGS through an identity verified Login.gov account.  If you need help with your Login.gov account set-up, see this slide deck with detailed instructions and screenshots or our Frequently Asked Questions document for more information.  Impact Aid staff are unable to assist you with Login.gov identity verification, password, or authentication issues.  The Login.gov helpdesk is open 24 hours a day, 7 days a week and can be reached through https://login.gov/help or by phone at (844) 875-6466.

Account Deactivation

If you have not logged in to IAGS within the last 120 days, your system account is deactivated. You can request that the system administrator reactivate your account by entering your email address in the green box on the Get Help page. Once reactivated, you will be able to gain entry to the system through Login.Gov.

IAGS User Changes

Do you need to make changes to your IAGS users?  To remove a core user, submit your request to the analyst assigned to your state via email.  Provide the new user’s name, title, email address and phone number.  Once added, the core user will receive instructions for account setup by email.  To add or edit secondary user privileges, contact your LEAs core user listed within your LEA record.

October 2023 – News You Can Use

Fiscal Year (FY) 2024 Initial Payments

The Federal government is operating under a Continuing Resolution for FY 2024, which provides a small percentage of Impact Aid funding appropriated for FY 2023, through November 17, 2023.  The Impact Aid Program has begun releasing basic support payments for local educational agencies (LEAs) that have requested an early payment.  We have released 767 basic support payments set at 50% proration and 106 payments for Children with Disabilities at a rate of $500 per weighted student unit.

If your LEA will require an FY 2024 initial Impact Aid payment before December 31, 2023 to meet operational expenses, you can request an expedited payment through the Impact Aid Grant System (IAGS). Go to this link for instructions for submitting the request through IAGS.  We will release additional payments as we receive additional funds in the future.

FY 2022 Closeout

We have completely closed out FY 2022.  The final 7003 (b) and (d) payments were made on September 11, 2023.  Final 7002 payments were made on October 3, 2023, and final 7007(a) formula construction final payments were made on October 10, 2023.  Please check IAGS for your vouchers.  You will be able to dispose of your supporting documents for the FY 2022 application in October 2026.

We will provide an overview of the Electronic Data Collection pilot process for LEAs interested in leveraging a parent portal or other software to conduct the Impact Aid survey online. The focus will be on the system requirements for producing survey data that is compliant with the program statute and regulations.

Sign in with Login.gov – Instructions and Troubleshooting

The Impact Aid Grant System (IAGS) is strengthening its security at the Department of Education which will affect you beginning August 29, 2023. All users who do not have an @ed.gov email account must use a Login.gov account credential to access IAGS after August 29, 2023. By making this change, you will make your account more secure from phishing and other cybercriminal acts. This change is a direct response to memorandums sent by the White House (M-22-17 and M-22-09) that require the use of an additional levels of security for all users.

To learn more about how to make an account with Login.gov or how to add security measures to your account, please reference the instructions on Login.gov.  You will be prompted to complete identity verification the first time you use your Login.gov account to sign in to IAGS.  This requires a copy of your driver’s license or state ID, your social security number, and a phone number.

How will the Login.gov account setup work?

Can I use a Login.gov account that I already have to access IAGS?

You may use an existing account, however you must add the email address that you use to access IAGS to your Login.gov profile if the email address you currently use for Login.gov is different. Instructions for adding an alternate email address are at https://www.login.gov/help/manage-your-account/change-your-email-address/Important: Make sure that you enter the email that matches your IAGS username when you sign on with Login.gov.

Will I need to complete identity verification every time I need to log in to IAGS?

No, you will do this only once.  The next time you log in, you will need to provide your Login.gov username, password, and authentication method only.

Login.gov Self-Service Troubleshooting Guide​

A 401 “unauthorized access” error message means the IAGS system cannot match the username (email address) entered in the Login.gov portal with an IAGS account username.

The error may occur if there is no IAGS account associated with the email address the user entered on Login.gov.

Resolution

When prompted on the Impact Aid Grant System Login.gov sign-in page, enter the email that is your IAGS Username. You should have already added this email address to your Login.gov account. The email address you enter MUST BE THE ONE ASSOCIATED WITH YOUR IAGS ACCOUNT.  Login.gov uses the same password and second authentication method for any email address associated with your Login.gov account.

If you are still getting a 401 error after taking these steps, confirm with your LEA’s core user that you have an active account with the correct email address. If you are your LEA’s core user, contact your state analyst.

A 403 “forbidden access” error message means the URL/link to the IAGS system is not accessible by the given user.

Resolution

Click the “Return” hyperlink at the bottom of the error message. Typically, this will reroute the user to the appropriate URL (https://impactaidgrant.ed.gov/suite/impact-aid). Bookmark this page and use it going forward.

If this link nor the “return” hyperlink work, please contact your state analyst.

The user’s state-issued photo identification cannot be verified due to a blurry or poor-quality image, expired ID, etc.

Resolution

Provide a clear picture of a state-issued photo identification (ID), such as a driver’s license.  The ID must be current (not expired).  Passports, military, or school identification cards will not work.  Make sure you are taking the photo in a well-lit area (near a window during the daytime) or try taking a photo with a different device.

If Login.gov will not accept the photo of your ID, you will need to verify your ID in person at a post office.  Login.gov will provide this option when your photo is not of acceptable quality. Please see the instructions on in person verification from Login.gov.  Impact Aid staff cannot help with this problem.  You can reach the Login.gov helpdesk at (844) 875-6446.

During the verification process Login.gov will send a code via text message or through a voice call. If the phone number can’t be found the user cannot complete the verification process online.

Resolution

You cannot use a VOIP number or a phone number with an extension.  You can use a home or work number, a landline or a cell phone number.  Login.gov recommends using your “primary” phone number (the one you use most often).

If the phone method is not working, you can opt to complete the process by mail. It will take 5-10 business days for the user to receive their code in the mail.  Please see instructions on verifying by mail from Login.gov.  Impact Aid staff cannot help with this problem.  You can reach the Login.gov helpdesk at (844) 875-6446.

Verifying your identity involves matching information on your State ID with your Social Security record and your phone number or mailing address. One of the pieces of information you entered during the verification process does not match the other sources.

The majority of the very small number of cases that we know of have involved a person in the process of a legal name change.

Resolution

There are no current solutions for this issue. Please have another person in your LEA sign up for an account.

Sample Source Check Form

Are you using our most recent sample source check form? We revised our sample source check form in 2019 to better align with how the Impact Aid Grant system (IAGS) application requests your child counts.  A number of LEAs are still using an old source check template, which can make filling out your application and being monitored more difficult that it needs to be.  If the source check template that you are using refers to “tables” or is in Microsoft Word format, it is not the most current version.

IAGS captures student counts based on federal connection by categories (A-G) and by Federal property, and no longer uses Tables 1-5.  Our current sample source check form is a Microsoft Excel form, making it easier to add rows and count eligible children.  The Excel worksheet has tabs at the bottom for each of the Federally connected categories and Federal property type. Each tab has the appropriate signature block(s) for your certifier(s). When doing your survey for the 2023-24 school year, use our revised source check form by downloading the Excel file here.

Records Retention Requirements

Do you have old Section 7003 Impact Aid forms piling up? The Impact Aid regulation specifies that all application documentation (including survey forms and source checks) must be retained for 3 years after receipt of the final payment for that application.  This chart shows the final payment dates and retention schedule for recent fiscal years:

Army Installation Name Changes

The Department of Defense is in the process of changing the name of nine Army installations that were named after Confederate leaders.  Below is a list of the affected installations along with the effective date of the name change.

We are updating the property database in IAGS to reflect the new name.  Please use this information to update your parent-pupil survey forms and source check forms for the upcoming school year if necessary.

May 2023 – News You Can Use

Fiscal Year (FY) 2021 Final Payments

We are very pleased to announce that we released final FY 2021 payments under Section 7003 yesterday.  The final Basic Support proration was 100%, with a ratable increase of 1.51% added to each LEA’s Learning Opportunity Threshold (LOT).  The final rate for CWD payments was $1,175.24 per weighted student unit.  We will release FY 2021 remaining funds payments for Section 7002 in the coming weeks, and then will turn to closing FY 2022.

FY 2023 Interim Payments

To date, Impact Aid has released initial and interim payments at a 90% proration and $1,050 per weighted student unit for Children with Disabilities (CWD) to all eligible districts. Generally Comparable District adjustments are complete and most Heavily Impacted adjustments are finished.

Grantee Satisfaction Survey

The 2023 Grantee Satisfaction Survey launched on April 11th, and if you were selected, you should have received the survey from the CFI Group on behalf of the Department of Education.”  The email subject line is Department of Education Grantee Satisfaction Survey 2023.” The survey is administered by an independent third-party research firm, so our staff will not receive individual survey responses and will have no way of knowing how individual grantees responded.  While the survey is voluntary, we count on everyone’s participation to provide representative results and to help us identify how best to serve you.  The survey should take about 15 minutes to complete, and our success depends on how many of you respond.

Amending FY 2024 Applications

Do you need to amend your original application submission?  To start an amendment, log in to the Impact Aid Grant System, navigate to the local educational agency (LEA) summary page, and locate the section labeled “Applications.”  Select the FY 2024 application submission and at the application summary page, click the button “Start a 7002 or 7003 Amendment.”  For step-by-step instructions, watch our instructional video on Starting an Application Amendment. The deadline to submit an amendment is June 30, 2023.

FY 2024 Monitoring Notifications

Monitoring notifications for the fiscal year (FY) 2024 application have been emailed to certain grantees. If you have received one of these notifications and need assistance you should contact the Impact Aid analyst listed on your monitoring notification email.  Our March webinars will specifically focus on providing monitoring assistance to districts that were selected for monitoring. Registration links for those webinars have been sent out in the monitoring notices.   

IAGS Account Deactivation Warnings

This month, we are sending every active Impact Aid Grant System (IAGS) user an email reminder that their account will be deactivated if the password has not been changed in the last 120 days.  Unfortunately, we are unable to send a targeted email to users who are in danger of being deactivated soon.  You may have received this message twice this week, and we regret this error.  It is a legitimate message, and you will not receive another reminder until June. 

 Late FY 2024 Applications

Did you miss the application deadline?  There is still time to apply for Impact Aid!  The FY 2024 late application deadline for Section 7002 and Section 7003 is April 3, 2023.  Late applications are assessed a 10% payment penalty. 

 Amending FY 2024 Applications

To date, Impact Aid has released initial payments at a 50% proration and $500 per weighted student unit for Children with Disabilities (CWD) to all eligible districts. Next, we will begin processing interim payments at 90% proration and CWD at a weighted student unit rate of $1,050.
