The Opportunity
As the Diversity, Equity, and Inclusion (DEI) Innovations Manager, you will serve as the state’s primary leader on workforce diversity, equity and inclusion by assisting state agencies to research, develop, implement, and evaluate workforce strategies. You will manage and supervise the DEI Innovations team’s programs, projects and processes.  

Washington is known as a nationwide catalyst for advancing DEI initiatives. This position is a leader of change, both statewide and as a resource for other states.  You’ll lead the state as we more deliberately embrace and advance our diversity, equity, and inclusion efforts. You will lead the team that implements these strategies and initiatives, and partner with critical stakeholders to achieve transformational change.

Duties

What you’ll be doing

  • Lead the DEI team and cross-agency groups to research, develop, implement, and evaluate statewide workforce strategies.
  • Collaborate with the Office of Equity to ensure that State HR goals and performance related to DEI workforce initiatives are aligned.
  • Advise statewide executive leadership on policies and strategies related to DEI and provide guidance and implementation. 
  • Supervise the planning and management of contracts related to the Washington DEI summit and statewide employee recognition events and awards. 
  • Lead the implementation of statewide DEI-related policy and process improvements while establishing performance measures for DEI-related RCW’s, Executive Orders, Directives, and Memorandums. 
  • Meet all required timelines for state and federal reports in order to maintain compliance. 
  • Analyze and determine the impact of bills that pertains to workforce diversity, equity and inclusion, cultural competence, affirmative action, veteran employment, people with disabilities, pay equity, racial justice and other related topics.
  • Solicit and incorporate customer feedback to ensure the team provides timely customer satisfaction. Model effective behavior within the team, and help us to foster a respectful, inclusive, collaborative, high-performing work culture.

Qualifications

Required Qualifications

  • Bachelor's degree in human resources, public administration, business administration, organizational development, or related field. *
  • Two years of professional experience as a human resource professional, policy professional or other closely related field.
  • Three years of professional experience working in diversity, equity and inclusion. Diversity or equivalent certification may be substituted for one year of professional experience.
  • One year of supervising others, or two years leading teams that are not direct reports. 
  • Experience advising and presenting information to executives.
  • Experience researching, developing, and presenting policy and strategy options and recommendations.  
  • Experience with metrics-based management and data-driven policy creation. 
  • Experience drafting and editing professional correspondence, presentations and reports. 
  • Expertise planning and managing projects, processes, or programs.
  • Expertise in communicating complex information in plain language.  
  • Expertise to diplomatically handle challenging or tense situations.
  • High degree of organizational and political savvy. This includes applying political climate knowledge to solve problems and accomplish goals. 
  • Proficient with general research and data analysis methods. This includes guiding and reviewing the team’s research and analysis.
  • Expertise to build and maintain positive professional relationships, influence others to achieve results, and effectively facilitate large groups without direct authority. 
  • Adept at working in a complex and ambiguous environment. This includes developing a course of action when you don’t have a defined plan to follow. 
  • Proficient with Microsoft software products. 
  • Expertise in researching, interpreting and applying laws, rules, policies and procedures. 

*Additional related professional experience may substitute for the educational requirement on a year-for-year basis.


Desired Qualifications
  • Five years of professional experience working in diversity, equity and inclusion and a diversity or equivalent certification.
  • Broad knowledge of human resource functions. This includes recruiting and selecting people for jobs, performance and organizational management, employee and labor relations, and classification and compensation. 
  • An understanding of how the public sector experience functions in state government, the legislative system and individual state agencies. 
  • Familiar with the state’s available personnel data from the HR Management System (HRMS), Online Recruiting System (OLRS) AND Learning Management System (LMS).
  • Project management certification


Condition of Employment:
On Aug. 9, 2021, Gov. Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
