Shaping a Sustainable Future: Mayor Duggan's Solar Neighborhood Initiative in Detroit

With a vision to repurpose mostly vacant lots across our neighborhoods into vibrant centers of clean energy production, this initiative is not only about harnessing the power of the sun but also about empowering our communities.

“We got a city that says, 'I'm going to change.' We're going to take responsibility for powering our city, within our city, adopted in our neighborhoods and really make a commitment to changing our climate [resilience],” said Mayor Mike Duggan.

The Solar Neighborhood initiative includes:

✅ Repurposing primarily vacant lots into host clean energy solar panels
✅ Double market value compensation for residents, plus relocation support
✅ 18 months' rent for tenants, with moving assistance
✅ Community benefits: Energy-efficient upgrades averaging $15,000 per home

Since 2016, Project Clean Slate (PCS) has helped remove the barriers for residents wanting their records expunged. The program assists with eligibility determination AND walks participants through the entire process, including providing representation at court hearings — FREE OF CHARGE!

Not only can criminal record expungement remove the stigma and allow for better-paying jobs, but it can also yield special moments that weren’t possible before - like participating in children’s field trips and volunteering at schools.
