Arts Organization Support

About Arts Organization Support

Arts Organization Support grants provide annual operating support for the ongoing artistic and administrative functions of eligible arts organizations that align with IAC funding priorities.  The applicant does not request a grant amount. The grant amount is based on available funds, the number of eligible applicants, application score, the organization’s budget size (based upon the total cash revenue from the organization’s most recently completed fiscal year, minus capital), equity funding priorities, and budget size policy (IAC grant awards are no greater than 20% total revenue).

Applicants that are funded in this program will be funded for two years (Fiscal Years 2024 and 2025 - July 1, 2023- June 30, 2025).  Those that are not funded this year are welcome to apply to Arts Project Support in 2024 for funding in FY25. The application is open between January 4th, 2023 and March 9th, 2023. The Arts Organization Support program will be open every other year.

AOS Program Priorities

  1. To support arts organizations that
  1. Have the capacity to carry out their work
  2. Provide quality arts and educational activities to the public
  3. Include community input in program development and delivery
  4. Demonstrate commitment to IDEA (inclusion, diversity, equity, and access)
  5. Demonstrate service to those that traditionally lack access (low-income, individuals with disabilities, persons of color, etc.)
  1. To ensure equitable access to AOS funding by prioritizing awards to organizations:
  1. With the least access to other funding opportunities due to geographic location.
  2. Historically excluded or marginalized defined as organizations led by and serving communities that include: Black/African American, Latino/a/e, Asian and Asian American, Arab, Native American, Pacific Islander, Middle Eastern, North African; as well as LQBTQIA+; and people with disabilities.

Is Your Organization Eligible for Arts Organization Support?

Applicants must meet ALL eligibility requirements, but in short, the applicant organization must:

  • Be a 501c3 arts organization with exempt status for at least three years (by the application deadline)
  • Operate in, and serve Indiana, year-round
  • Regularly offer publicly accessible activities, and
  • Have a cash budget income of at least $20,000

New Applicants and Applicants with a budget of less than $50,000 - We want to make sure you’re eligible before you crack open that application.  Take this eligibility quiz – if you can say “yes” to all of the questions with absolute certainty then you’re welcome to apply.  If you have any hesitation, we strongly encourage you to talk with your Regional Arts Partner (RAP).  Arts Project Support may be a better option for you.  Applications that are submitted by organizations that are not eligible will not be considered for funding.

Are you an applicant? View which panel your application will be reviewed during.

Each eligible application will be reviewed by a conflict-free panel of field professionals using the Arts Organization Support application review criteria.  Panels consist of 4 panelists with field-related professional experience.  Panels are designed to be diverse demographically, geographically, and artistically.  Panelists review (read, score and comment upon) applications individually before coming together for a virtual discussion.

The virtual public panel review sessions will take place online in April and May and will be open to applicants and the public for observation only and they will be recorded. Applicants are invited as observers only and cannot lobby or address the panel on behalf of their applications before, during, or after the panel meeting. The panel date, time, and registration information will be posted here by April 11, 2023.

FY24-25 Application Review Criteria​

Information submitted in the application will be reviewed according to the following evaluation criteria.

  • Organizational Excellence - Relative to the size of the organization, the extent to which the applicant understands its mission, demonstrates its value and purpose, and has the capacity to carry out programs and services
  • Artistic Quality - Relevant to its size, the organization demonstrates a committed effort to providing quality, authentic arts and educational experiences
  • Community Engagement - The organization demonstrates a commitment to including community input in planning, participation, and evaluation of its activities.
  • Inclusion, Diversity, Equity, and Access- The organization demonstrates an authentic commitment to deepening IDEA in its administrative and programmatic efforts.

Frequently Asked Questions

  • How is the AOS program changing for FY24-25?

    As a result of the programmatic review that took place in 2022, the following changes are being instituted for the FY24-25 Arts Organization Support (AOS) cycle:

    • All organizations recommended for Arts Organization Support funding will go on a two-year cycle.  AOS will be available every other year, not annually. On years when AOS is not offered, applicants can apply for Arts Project Support funding.
    • IAC and the Regional Arts Partners (RAPs) is increasing service and access to smaller, emerging, and first-time AOS applicants. This will occur, in part, via increased communication and network efforts and tailored trainings and workshops.
    • The guidelines, application, and final grant report have been redesigned to be easier to navigate.
    • Panelists in the grant review process will receive enhanced training and support to ensure they have what they need to review applications and provide meaningful responses.
    • The IAC will share the results of this work alongside larger program impacts, takeaways and stories with the field after final grant reports are submitted.
    • Scores have an increased importance. In order to provide meaningful impact to organizations and increased access to under-resourced areas and groups, we project approximately 75% of eligible AOS applicants will be funded.
  • Should we inform our organization’s leadership and board about these changes now?

    Yes.  We estimate 25% of applications will not be funded (the larger the budget, the more competitive funding becomes).  Communicate with leadership now so they have time to prepare.  Do know that if you need help clarifying this change with your leadership, we’re here to help and can even schedule a time to talk directly with them.  Just let us know by emailing psharp@iac.in.gov.

  • How do we know if we’re eligible for AOS?

    Talk to your Regional Arts Partner. The eligibility quiz provides applicants with guidance on what is required for eligibility but doesn’t guarantee it.  To know for sure, contact your Regional Arts Partner.  If your organization has been funded in the AOS program before and still meets the eligibility requirements (e.g. cash revenue of $20,000 or more), then it’s eligible.  We’re mostly concerned with organizations that have not been funded through this program before.

  • After the FY24 –25 AOS Program cycle, will IAC return to its previous funding model?

    No.  This process was developed to align with the agency’s equity statement.

  • What parts of our application will panelists see?

    The application is in multiple sections. Panelists will only review the section titled “Narrative”.  In that section, there are four narrative sections that align directly with the four AOS program evaluation criteria.  Panelists will not have access to anything outside that section of the application.

  • Will we be evaluated on specific benchmarks in Inclusion Diversity Equity and Access (IDEA)? How will we be evaluated on our stated goal for IDEA?

    Applicants will not be measured by anything outside of what they include in the actual application.  In the final grant report (due July 2024), grantees will discuss how they addressed the IDEA goal discussed in their application.  This is intended to ensure applicants move forward on their goals (or revise them if it makes better sense).  No one outside IAC and Regional Arts Partner staff will review that information.

  • How will applications be paneled? Will we be compared to other organizations?

    Applications will be reviewed by 3-4 qualified, conflict-free panelists with field-based experience.  Each panelist will receive training to ensure a full understanding of the evaluation criteria and rubric of which they will use to score and provide comments during their application review.  Panelists are required to evaluate applications based upon the criteria only and not compare them with other applicants.

  • Accessibility: I have multiple venues/locations, one of which is not ADA accessible for wheelchairs/mobility devices (i.e. an historic home). Am I still eligible for funding?

    Arts Organization Support (AOS) funding is general operating support and supports all activities and programs of an arts organization for the 12 month grant period. This means that to be eligible for an AOS grant, an organization must be ADA accessible during the entire grant period for all public programs, activities, and events. Arts Project Support (APS) funding is for a specific project or event series and the requirement for ADA accessibility for that grant is only for the time and locations of the project.

    If you have the issue of a physically inaccessible venue, and you want to apply for AOS or APS funds, there are many options for creating an accessible space. Two common solutions to physically inaccessible areas are renting temporary ramps for staircases and relocating your activities/event to another location when needed. There are many creative solutions to accessibility issues. Reach out to people with disabilities in your area to gather more ideas that might work for your space or activities.
