<div class="OutlineElement Ltr SCXW33181832 BCX8">The Colorado General Assembly recently passed&nbsp;HB23-1296 which created a task force to study the rights of Coloradans with disabilities.</div><div class="OutlineElement Ltr SCXW33181832 BCX8">The act creates the task force on the rights of Coloradans with disabilities (task force) in the Colorado Civil Rights Commission (CCRC). The task force shall create a minimum of 4 subcommittees to study and make recommendations on specific issues related to persons with disabilities:<ul><li><a href="https://engagedora.org/task-force-related-to-the-rights-of-coloradans-with-disabilities-rewrite-subcommittee" rel="noopener noreferrer" target="_blank">The Rewrite Subcommittee</a>, which must study and make recommendations concerning the various issues related to the rewrite and modernization of the Colorado Revised Statutes concerning civil rights of persons with disabilities;</li><li><a href="https://engagedora.org/task-force-related-to-the-rights-of-coloradans-with-disabilities-outdoors-subcommittee" rel="noopener noreferrer" target="_blank">The Outdoors Subcommittee</a>, which must study and make recommendations related to the basic accessibility of outdoor spaces for persons with disabilities;</li><li><a href="https://engagedora.org/task-force-related-to-the-rights-of-coloradans-with-disabilities-housing-subcommittee" rel="noopener noreferrer" target="_blank">The Housing Subcommittee</a>, which must study and make recommendations related to the affordability, accessibility, and attainability of housing for persons with disabilities; and</li><li><a href="https://engagedora.org/disabilities-rights-task-force-government-subcommittee" rel="noopener noreferrer" target="_blank">The Government Subcommittee</a>, which must focus on basic physical and programmatic accessibility within state and local government.</li></ul>The mission of the task force is to bring together the appropriate stakeholders, experts, and impacted groups to study and make recommendations concerning issues related to persons with disabilities.Engage with the Task ForceThe Task Force encourages participation from affected and involved stakeholders and is asking for input as it relates to the topics above. <div class="OutlineElement Ltr SCXW33181832 BCX8">The Colorado General Assembly recently passed HB23-1296 that created a task force to study rights for persons with disabilities.</div><div class="OutlineElement Ltr SCXW33181832 BCX8">The purpose of the government subcommittee is to study and make recommendations on issues to ensure people with disabilities have access to the services they need, are able to effectively participate in public discussion, are able to be employed by governmental agencies, and can run for and effectively serve in elected positions. The government subcommittee shall submit a report with its findings and recommendations to the task force on or before December 1, 2024.</div><div class="OutlineElement Ltr SCXW33181832 BCX8">Engage with the Government Subcommittee of the Task ForceThe Task Force encourages participation from affected and involved stakeholders and is asking for input as it relates to the charge of the government subcommittee. <div class="OutlineElement Ltr SCXW33181832 BCX8">The Colorado General Assembly recently passed HB23-1296 that created a task force to study rights for persons with disabilities.</div><div class="OutlineElement Ltr SCXW33181832 BCX8">The purpose of the housing subcommittee is to identify barriers to securing and enjoying secure and affordable, accessible, and attainable housing for persons with disabilities and to make recommendations for addressing those barriers. The housing subcommittee shall submit a report with its findings and recommendations outlining the current need for and inventory of accessible housing in Colorado, the projected increased need for accessible housing in the next decade, and recommendations to meet future housing demand, including financing for low-income housing development and any statutory requirements, to the task force on or before December 1, 2024.</div><div class="OutlineElement Ltr SCXW33181832 BCX8"><div class="OutlineElement Ltr SCXW33181832 BCX8">Engage with the Housing Subcommittee of the Task ForceThe Task Force encourages participation from affected and involved stakeholders and is asking for input as it relates to the charge of the housing subcommittee. <div class="OutlineElement Ltr SCXW33181832 BCX8"> What Do You Think About Your Metropolitan District? On August 7, 2023, HB23-1105 became law in the State of Colorado. It created two different task forces to explore issues and prepare written reports on a wide array of issues affecting Colorado homeowners. The Metropolitan District Homeowners&rsquo; Rights Task Force is one of those. The Metropolitan District Homeowners&rsquo; Rights Task Force will convene to study communities that are governed by the board of a metropolitan district and the issues confronting residents of those communities. Specifically, the Task Force members will examine metropolitan districts&#39;: <ul><li style="margin-bottom:.0001pt;line-height:normal;">Authority to levy taxes</li><li style="margin-bottom:.0001pt;line-height:normal;">Foreclosure practices</li><li style="margin-bottom:.0001pt;line-height:normal;">Communications with homeowners regarding metropolitan district processes</li><li style="margin-bottom:.0001pt;line-height:normal;">Homeowners&rsquo; rights and responsibilities</li><li style="margin-bottom:.0001pt;line-height:normal;">District&rsquo;s governance policies, including voting and election policies. </li></ul> The Task Force will also review the process by which a metropolitan district could transition from a metropolitan district that enforces covenants and collects assessments into a Common Interest Community governed under article 33.3 of Title 38. If you work or reside in a metropolitan district, the Task Force would like to hear from you. This engagement tool has been developed for the HB23-1105 task force so that people like you can engage with the Task Force directly. You can participate in several different ways on this site (see both below and to the right). All responses collected will be used to inform a report in 2024 which will be presented to the Colorado General Assembly, the Governor&rsquo;s Office, and the public. <a href="#_msoanchor_1"></a></div>

Metropolitan District Homeowners’ Rights Task Force
