As an Appraiser, you will execute both appraising and realty functions performing valuations, disposal and utilization of properties.
Location of position: GSA Public Buildings Service, The Office of Real Property Utilization and Disposal in Atlanta, GA.
The Office of Real Property Utilization and Disposal is responsible for managing the process of redeploying federal real property and related assets.

The GS-13 salary range starts at $93,282 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.
Specialized Experience is described as: Appraising unique, complex or environmentally challenged (e.g. agricultural, marine, office, retail, industrial, multi-use, vacant land) commercial properties; and providing advice and guidance on disposal and/or utilization strategies for real property assets. This experience must include:
• Identifying and/or challenging improper uses of valuation approaches, non-compliance of appraising standards, modifying or rejecting the value of estimates;
• Preparing appraisals of real property, providing appraisal consultation services, estimating the market value of commercial properties, and applying federal, state, and local laws;
• Reviewing appraisal reports for feasibility and economic analyses;
• Preparing statements of work and contract packages; verifying/researching subject and market data for appraisal and consulting assignments;
• Applying marketing techniques to ensure disposal and/or utilization strategies meet organizational goals for assets; and
• Identifying and resolving issues related to real property documentation for due diligence such as titles, legal descriptions, historic covenants, etc.

Relocation-related expenses are not approved and will be your responsibility.
Travel expenses associated with interviews will be your responsibility.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
Mastery of advanced appraisal principles, quantitative and qualitative techniques, analysis and methodology for valuation of all types of real and personal property.
Knowledge of real estate principles and practices; ownership rights and interests; economic and financial linkage; building construction and infrastructure components; drawings; measurements and legal permissibility.
Knowledge of the policies, procedures and operations of the Real Property Utilization and Disposal Division.
Knowledge of procurement policies for developing specifications for appraisal contracts.
Skill in oral communications in participating in conferences, meetings, briefings, the purpose of which is to inform and often persuade the listener to accept the incumbent's or GSA's position or recommendation.
Additional assessments may be used, and, if so, you will be provided with further instructions.

Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
