As a Program Manager, you will perform the following duties:
Exercises leadership and delegated authority over project delivery operations. Assist the Assistant Commissioner for the Office of Project Delivery in developing an organizational vision. Conduct strategic and tactical thinking to develop short and long-range program goals and objectives to deliver the proposed capital design and construction program across Public Buildings portfolio. Assure regions properly follow Public Buildings Services’ policies, procedures, and standard practices to meet Office of Design and Construction requirements and objectives. Work with peers to achieve national consistency in regional operations. Supervises, advises, manages, and provides program direction for the activities of assigned subordinate Program Managers. Understands and adheres to Office of Human Resource Management policy. Supports career development, approves Independent Development Plans, mentors, and motivates others. Participates with the Deputy Assistant Commissioner and Assistant Commissioner for the Office of Project Delivery in directing and coordinating the activities of zonal personnel and non zonal Office of Project Delivery personnel. Reviews and recommends business practice improvements for implementation. Ensure regions understand policies, program objectives, measures, performance expectations, reporting requirements and audit processes. Assure capital construction project performance is measured and adheres to the prospectus language. Offer awareness of competing measures and data that influence projects delivery: Funds from Operations, Asset financial performance, Tenant requested Change Orders, Reimbursable Work Authorizations, mandated Utilization Rates, Lease Contract Administration matters, initiatives from higher authority, pilot programs, and other GSA programs. Communicate verbally and in writing with many organizational levels of several organizations, internally to PBS Central and Regional Offices, externally with customer and associated Federal agencies involved in projects delivery, and private and non-profit businesses. Maintain contacts and develop relationships internal and external to GSA. Positive relationships are essential for Office of Project Delivery operations. Obtaining levels of trust and customer intimacy are essential in the performance of program management functions and to direct the work of assigned zone.

The GS-15 salary range starts at $106,595 per year.
SPECIALIZED EXPERIENCE:
To qualify, you must have one year of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is managing, coordinating and advising multi-disciplinary teams that perform technical, administrative or professional work in one of the PBS business units. Such experience must also demonstrate a working knowledge of the various aspects of Public Buildings Service operations; procurement and Federal funding; facilities management; commercial real estate and financial analyses; capital investment planning; and project management and customer service/customer relationship management.
