Power of a Job: The Paid Family and Medical Leave (PFML) division is searching for a Fiscal Analyst 4 for the Research and Analysis Unit. This unit is responsible for managing the proper allocation of employer premium payments and the proper allocation of overpayments. In this role, you will serve as the principal assistant to the supervisor, ensuring compliance with financial policies and procedures, as well as help in the continual development of processes for the Research and Analysis Unit. You will also be relied upon to report accurate and timely workflow status data to management for decision making and process review.

Duties

As a Fiscal Analyst 4 for the Paid Family and Medical Leave Research and Analysis Unit, your primary responsibility will be to assuring compliance of financial policies and procedures issued by the department of OFM regulations. You will also assist in the management of the unit's financial and accounting operations and activities, as well as provide training to financial and assigned staff on PFML and Employment Security databases and programs used for research activity.
 
Some of what you'll be doing:

  • Make recommendations to management regarding financial compliance and controls.
  • Develop and implement financial procedures and processes designed to enhance effectiveness, provide needed services and assure conformance with the laws and public policies.
  • Monitor staff progress and provide direction to ensure suspense account is cleared of all transactions accurately, on a monthly basis. Conduct suspense account research, General Ledger reconciliation and related adjustment entries.
  • Monitors and balances accounting systems used by both PFML and Washington State to verify they are accurate and reflect the same information. Manually creates general journal entries when necessary to balance the separate systems with each other.
  • Perform complex financial analysis; identify potential financial problem areas and develop correction plans as necessary.
  • Process and complete monthly financial transactions; to include problem payment file and suspense account.
  • Develop production and quality standards: provide day-to-day operational guidance and direction.
  • Provide training in financial and research functions; provide technical expertise on financial procedures.
  • Investigate problems with payments to employer and claimant accounts. Examines, analyzes, verifies account activity and perform corrections to customer accounts.

Qualifications

Required qualifications:

A Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting AND three years of relevant professional experience.

OR
A combination of education and/or relevant experience.
 

** Professional experience may substitute for education but not for the credit hours.
 

** A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for one year of professional experience.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
