As an Assistant Human Resources Officer, you will perform the following duties:
Participates in the formative stages of management and human capital planning; represents and advises high level officials and stakeholders in relating program requirements to human resources requirements; encourages management actions which will contribute to improved human resources management; identifies potential problems and proposes modifications to plans and practices which will avert them. Assists in the managerial direction of Human Resources program responsibilities through a subordinate staff of Human Resources Specialists and Assistants in grade from GS-5 through GS-14, engaged in various functional areas or human resources specializations. Works with unions in accordance with Federal policy and in a manner to further the interests of both employees and the Government. Monitors and evaluates assigned programs and initiatives. Serves as technical advisor for assigned program activities, obtaining appropriate resources to facilitate accomplishment of objectives. Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions and recommending appropriate action. Assists in identifying human resources solutions and offerings to support GSA business lines/business partners in achieving GSA’s overall business strategy, goals, and objectives. Leads the development, utilization, and communication of business and human resource metrics to measure the achievement of the organization’s strategic goals and objectives. Assists in ensuring that Government-wide and GSA personnel management goals, policies, and practices are communicated to and understood by managers, supervisors, employees, and employee groups. Provides advice on the best use of the flexibilities of the Federal personnel system to carry out human resources decisions, and within the flexibilities provided by that system, adapts HR goals, policies, and practices to meet the specific needs of the Center.

The GS-14 salary range starts at $92,977 per year. Locality will be determined based on duty station.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
SPECIALIZED EXPERIENCE:
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience supervising and/or assisting in the management of a complex civilian human resources (HR) program and providing expert advice and assistance to management on human resources regulations, policies, and procedures in at least two of the following HR specializations: (a) position classification/management; (b) staffing/recruitment; (c) employee relations; (d) labor management relations; (e) performance management; or (f) employee/organizational development.
