Basic Function

The current vacancy will serve the residents in District 2, represented by Commissioner McGuire.  District 2 includes the residents of the following communities:  Lauderdale, Little Canada, Mounds View (Precinct 4), New Brighton, Roseville and St. Anthony (Ramsey County portion).  Commissioner McGuire is active in state and national advocacy organizations on behalf of counties, serving as the 2nd Vice President of the Association of Minnesota Counties (AMC), and member of its Public Safety Policy Committee. She is Vice Chair of the Program and Services Committee of the National Association of County Organizations (NACo) and is a member of its Justice & Public Safety Committee. To assist County Commissioner McGuire in meeting the responsibilities of the office by performing a variety of administrative and coordinating functions; to conduct research on and present analysis of policy issues to aid Commissioner in making informed decisions; to act as the Commissioner's representative by responding to constituent requests for assistance and by participating in community programs, meetings and activities on the Commissioner's behalf; and to perform related duties as assigned.

Examples of Work Performed

  1. Act a liaison between the Commissioner and County departments or community groups by attending meetings, coordinating activities and making presentations.
  2. Represent the Commissioner on community boards, task forces or committees.
  3. Attend to requests for service or assistance from the Commissioner's constituents by researching problems or complaints as they are submitted; make arrangements to resolve problems or complaints when feasible; analyze problematic situations to determine if steps can be taken to prevent recurring difficulties of the same nature.
  4. Respond to general inquiries from the public.
  5. Prepare research reports, annual plans and reports, news releases, speeches, articles or correspondence for the Commissioner, as required.
  6. Make recommendations to a Commissioner on actions relative to local, County, State and Federal issues after consulting with constituents, representatives from community agencies, various County personnel or public officials.
  7. Make recommendations to a Commissioner on changes in legislation when current laws appear to be inadequate in meeting County needs and help facilitate the introduction of that legislation into the legislative package by coordinating activities with the Commissioner, lobbyists and department heads involved with the proposed change.
  8. Analyze annual department budget books, periodic budget requests, reports and other materials presented to the County Board, and prepare them for subsequent review by the Commissioner by: condensing information, highlighting important points, identifying needs for additional information, and identifying potential areas of inquiry.
  9. Advise the Commissioner on various problems identified through the review of documents, reports and other materials and recommend strategies for solution.
  10. Prioritize, and organize meetings, events, and travel arrangements for the Commissioner, as well as meetings which the incumbent attends as the Commissioner's representative according to the commissioner's district and county responsibilities, goals, and objectives.
  11. Maintain a list of candidates for service on boards and committees and work with the Commissioner to facilitate timely appointments and replacements.

Minimum Qualifications

Education:  Bachelor's degree in Public Administration or a related field.

Experience:  One year of experience in a community service agency or organization relating to the activities of the Commissioner's district or sufficient job-related knowledge, skills, abilities or other attributes required for proper performance.

Substitution: A combination of education and experience that demonstrates experience relating to the activities of the Commissioner's district.

Certifications/Licensure:  None.

Preferred:  Master's degree.
