​​​​​​​​​​​​​​​​​​Rulemaking is the process of creating or changing regulations. Administrative rules are like instructions from a government agency. They set standards and explain how to follow the law or policy. These rules are made by different government bodies, and they can be created, changed, or removed either temporarily or permanently.​

​Rulemaking process

  1. ​Rulemaking initiated by ODA staff, public petition, or the Oregon legislature.
  2. Draft rules are frequently presented to a rules advisory committee one or more times.
  3. Rules are published in the OR ​Bulletin, ODA rulemaking webpage, and ODA rulemaking email list for public comment. ​
  4. ​A public hearing (typically virtually) is scheduled and written comments can be submitted by members of the public by a set deadline.
  5. ODA Director reviews comments and makes determination on any changes to proposed rules.
  6. Permanent rules are filed with the Oregon Secretary of State to conclude the rulemaking process.
