Summary/Background (Key Points):
In February 2020, the School Board voted to initiate the consideration of collective bargaining at FCPS.
The School Board met with representatives of the 17 FCPS Certified Employee Associations (CEP) during the spring of 2021 to determine issues common to all and their interests in participating in the process.
Subsequently, the school board authorized the formation of a six-member Superintendent’s collective bargaining team, and that team worked with representatives of the CEPs to develop a draft collective bargaining resolution for the School Board’s consideration. This Work Group held meetings throughout 2021 and 2022 and eventually created a consensus Draft Resolution that all of the involved CEPs unanimously supported.
The Draft Resolution was posted ahead of a December 15, 2022, public hearing to allow students, staff, and community members to provide their input to the School Board.
The School Board considered the Draft Resolution, public comment, and input from staff during several closed sessions and work sessions in January and February 2023. During that time, the School Board made a limited number of revisions that are captured in the redline attached to this agenda.
Recommendation:
That the School Board vote to adopt the Collective Bargaining Resolution as detailed in the agenda item.
