Basic Function

This position ensures the financial stability of Minnesota's families by assisting Support Enforcement Agents (SEA) and Assistant County Attorneys with obtaining and reviewing accurate information, documents, and collecting genetic materials for use in establishing parentage and child support orders both within and external to the State of Minnesota; by initiating the sanction process on childcare and public assistance; by opening and closing cases; and to perform related duties as assigned.

If an internal candidate is selected, salary will be set in accordance with personnel rules (i.e. promotion, transfer, or voluntary reduction).

Examples of Work Performed

  1. Evaluate and process a caseload in order to proceed with legal actions in proper jurisdictions (both within and external to the State of Minnesota) by identifying and obtaining sufficient documentation required for SEAs to establish court orders, establish child support orders, establish parentage, or to proceed with child support actions.
  2. Request paternity affidavits and/or financial statements from custodial parent/non-custodial parent (CP/NCP) in person, by phone and/or through written correspondence.
  3. Research corroborating databases to verify and obtain current drivers' license, wage match, address and employer information for CP/NCP; research public assistance status, Social Security information and any related child support cases to verify that the information provided is accurate and all discrepancies are resolved in order for the SEA to determine if cases have sufficient information to proceed with legal action.
  4. Collect, organize, analyze, and evaluate personal, parentage, and jurisdictional data retrieved from computer databases, employers, and internal and external agencies on clients for in-state and out-of-state cases to assist the SEA in determining the next legal action in each case.
  5. Collect case file documentation to establish parentage and identify financial resources for child support from NCP in order to forward complete case files to SEAs for child support enforcement and collection.
  6. Obtain the following documents to assist SEAs in determining whether a case is a paternity or establishment case:  Recognition of Parentage (ROP), birth certificates, marriage certificates, divorce decrees, custody orders, and/or domestic orders; and arrange for and issue service of process in paternity cases for summons and complaint, and for establishment of child support.
  7. Continuously document all actions taken in the Providing Resources to Improve Support in Minnesota (PRISM) database by citing all types of information received and recording related actions and notes for Child Support Services Division use.
  8. Monitor ongoing cases by reviewing all information received; following up with CP/NCPs who fail to return completed eligibility documentation; processing PRISM work lists to maintain ongoing caseload; initiating formal notification to Ramsey County Human Services relating to discontinuance of Public Assistance and/or childcare assistance when CPs are in noncompliance with child support efforts (i.e. prior requests not responded to; information not received in a timely manner); and closing case files for CP/NCPs who do not meet ongoing eligibility criteria.
  9. Continuously reprioritize caseload activities in order to ensure a consistent flow of cases to SEAs for enforcement and collection; prepare monthly caseload statistics for child support supervisors to ensure program deadlines are met.
  10. Perform typing assignments incidental to caseload management.

Minimum Qualifications

Education: High school graduation or equivalent.

Experience: Three years of clerical or customer service experience AND experience using computer programs within a Microsoft Office environment.

Substitutions: Education beyond a high school diploma may substitute for one year of the experience requirement.

Certifications/Licensure: None.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training & Experience Rating = 100%

The examination for Child Support Assistant will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire.  Not all applicants who meet the minimum qualifications will pass the training and experience rating.  The rating on this supplemental questionnaire will depend on the answers - do not mark "see resume" or "see work history" as a response. Please answer all your questions clearly and completely.  Failure to respond could affect your score and final rank on this examination.

Eligible List:  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Child Support Assistant. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for three months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's PreferenceThis is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process.  Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

Criminal Background Checks: All employment offers are conditioned upon the applicant passing a criminal background check. The Ramsey County Attorney's Office also requires a fingerprint-based records check in addition to the standard criminal background check.
