Within L&I, our Information Technology Division is responsible for providing information technology based products and services in support of our agency's business priorities. In this role, you will be working for our Application and Data Management group consisting of six development teams. We are responsible for developing and enhancing more than 300 agency software applications and management of agency databases. We also manage the agency’s databases and deliver advanced web capabilities to citizens and businesses within Washington State.  Our Enterprise Systems and Services Development Team provides ongoing support of enterprise and domain applications, services and data.
 
 As an Application Developer at the journey level, you will be an expert in this field, and have the opportunity to provide IT application development and support of the Enterprise Shared Services suite of systems and technical support of those applications.  You will also be relied upon to design, develop, test and implement stable and reliable agile driven technologies.  We need your expert skills in optimizing and maintaining our legacy systems, while creating efficient and high-performing systems.

Duties

  • Modify N-Tier legacy applications and sustain the systems using visual studio, team foundation, and other development tools.
  • Solve system issues and malfunctions; improve data, application servers, and user interface standardization.
  • As an expert developer, you will design, develop and test extensible code using expert level programming strategies.
  • Define re-usable development practices, test components and data structures for extendable software delivery.
  • Provide creative designs that allow the addition of new capabilities and functionality for the products delivered.
  • Define and orchestrate technical changes required for software as a service upgrade; ensuring successful service upgrades, conversions, or integration strategies.
  • Provide Tier 3 level technical expertise for developers and Tier 2 teams in support of all administrative configurations for multiple products.
  • Establish operation level agreements for products and services.
  • As an expert technical developer, lead the product team in proper data management tasks.
  • Provide advanced level technical knowledge in the design, development and implementation of metadata definition, architecture and produce quality data structure requirements, documentation and development strategies.
  • Have expert knowledge, learn and sustain expert knowledge on tools and technologies utilized in this position:
  • Programming languages such as C#, VB .NET, JavaScript, Java, SQL (2012 or greater), Transact SQL
  • 3rd party enterprise services such as OpenText, SSRS and Crystal Reports
  • Microsoft Office technologies (2016 or greater)

Qualifications

Required:

  • 8 years of qualifying IT experience.*
OR
  • Associate's Degree in Information Technology.
  • 6 years of qualifying IT experience.*
OR
  • Bachelor's Degree in Information Technology.
  • 4 years of qualifying IT experience.*
Please Note: A Master's Degree in Information Technology will substitute for one year of the required IT experience.

*Qualifying IT Experience Includes:
  • Application data development and application system development work.
  • Performing, analyzing, designing, developing, implementing, testing and maintaining the programming of computer software via applications, services and databases.
ADDITIONAL REQUIRED EXPERIENCE:
  • 4 years of experience with the following:
    • Object Oriented Programming language: .Net, Java, C++, SQL or other OO languages.
    • Data driven technologies and languages, specifically SQL, SSIS, SSMS, SSRS or equivalent.
    • Working with data development tools, platforms, products and API's: IDE - Visual Studio 2015 or comparable; Source Control - TFS 2015 or greater/comparable; Data Management Tools -  SQL, SSMS 2017 or greater/comparable.
Desired:
  • 7 years of experience with the following:
    • Programming languages for SQL, SSIS, SSMS, SSRS, MVC, ASP .Net., JavaScript, JQuery, JSON, XML, CSS.
    • Agile/Scrum, N-Tier, Accessibility and Usability.
    • Web Services, SOAP Services, REST services, WCF, MVC.
  • 3 years of experience with GIS, SSRS, Open Text Xpression suites of products.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
