Measure stopping Lawmaker walkout protest makes Nov. ballot

Initiative petition 14 has qualified for the November ballot by the Secretary of State with over 154,000 valid signatures. It blocks State Senators And State Representatives from seeking re-election if they have 10 or more unexcused absences in a particular legislative session.

Both Democrats and Republican lawmakers , when in the minority, have staged protest walkouts during a Legislative Session. Gov. Kate Brown, as a then State Senator, did so back in 2001. Republicans did so in 2019 and 2020 to stop a Carbon Tax. Under this new ballot measure, if passed by voters, it would limit such walkouts.   The Senate President and State House Speaker would determine what qualifies as an unexcused absence, of which 10, triggers the re-election ban.
