In addition to the scheduled sessions, this course involves asynchronous work consisting of  assigned reading, video lectures, and participation on a discussion board for the three weeks prior to the live webinar portion of the class.  An orientation will be held on Monday, June 27 to explain this process more fully.

Seeking to start or expand your labor arbitration practice in the federal sector? This program is geared to current FMCS Roster arbitrators needing a greater understanding of unique aspects of arbitration of disputes between federal agencies and their unions. The course will focus on the distinction between federal and private sector practice, with a review of the statutes, regulations, executive orders, and developing changes in direction at the FLRA. Substantial emphasis will be placed on working with case scenarios.

Here is how the asynchronous portion will work. The FMCS Institute will send you the assignment sheet for the first asynchronous unit shortly after the live introductory session. The sheet may include a reading assignment, and/or a video, and may reference materials in the binder.  You will also receive a link to a class discussion board using the platform “Facilitate Pro.” Detailed instructions are included in the assignment. The class will be assigned a discussion question or two based on the materials (it could be the whole class or subgroups). Each of you will be instructed to then post an answer to the question on the discussion board by a certain date, and then post at least one shorter comment about another student’s answer on the discussion board by a few days later. You can review the materials and participate in the discussion any time of the day or night that you find convenient, provided you stay within the deadlines. Even before the first asynchronous unit is complete, you will receive an email with materials/assignments for the next unit for those of you who have time and would like to get a jump start going forward. In the asynchronous sessions, we will complete Lesson 1 with an overview of course objectives, move to Lesson 2 on the Legal and Regulatory Context of Federal Sector Arbitration, which we will also complete, and then go through most of Lessons 3 (“Contrary to Law or Regulation”) and 4 (“Other Forums and Regulators”). During these sessions, instructors will also post to the discussion boards and participants may pose questions of the instructors. Over 2-3 weeks before the live webinar, we estimate you will need to spend a total of 4 to 5 hours on course work.
