BART Construction Displacement - Certificate Application
The BART Construction Displacement Certificate is an official certificate that gives highest priority to applicants in affordable housing lotteries in Berkeley. 

Please complete this form to determine if you are eligible for a Certificate. A City-issued Certificate will provide you with a priority in certain affordable housing lotteries in Berkeley. More information may be requested as needed.

Complete this form if:
  • Your household was displaced due to BART construction in Berkeley in the 1960s or 1970s; or 
  • You are a direct descendant of someone who was displaced by BART construction in Berkeley in the 1960s or 1970s.
Only complete this form if your family was displaced due to the construction of BART in Berkeley. This means that your home at a Berkeley address was acquired by BART (either through eminent domain or a sale) in the 1960s or 1970s to build BART stations.

You will need:
  • Your contact information
  • Address you or your family was displaced from 
  • Name and birthdate of the adult(s) who rented or owned the property
We will also ask you for demographic information. That information will not affect your eligibility for the Certificate.

This application will take about 20 minutes.

Please allow up to two weeks review time from the time of submitting all documentation. The City will contact you via email (or phone as necessary).
