Funding Information

Federal surface transportation law provides flexibility to fund pedestrian and bicycle projects and activities from several transportation funding programs.

  • CMAQ: Congestion Mitigation and Air Quality Improvement Program
  • TE TAP TA: Transportation Enhancement (apportioned 1992-2012); Transportation Alternatives Program (2013-2015); Transportation Alternatives Set-Aside (2016-2020).
  • SRTS NTPP: Safe Routes to School Program and Nonmotorized Transportation Pilot Program (2005-2012, available until expended)
  • RTP: Recreational Trails Program. Some States code RTP funds for nonmotorized trails as bicycle and pedestrian projects
  • STBG/STP Other: Surface Transportation Block Grant Program (formerly Surface Transportation Program), excluding TE TAP TA, and excluding STP Safety beginning FY 2002 (STP Safety was insignificant until FY 2002).
