Description


The ideal candidate for the Cloud Security Engineer (IT Security Senior/Specialist) position on the ITSD Information Security Team (IS) at ESD is someone who is experienced in identifying and reducing the risk of security incidents and data breaches. This person is a team player, able to work in a highly responsive, collaborative, and effective environment, providing robust security architecture and solutions.

They will serve as a subject matter expert in the agency’s cloud security framework and are responsible for formulating and implementing technical controls and policies. They prioritize confidentiality, integrity, and availability of ESD’s cloud applications and data.

The candidate will have the ability to analyze and interpret complex technological security challenges and legal requirements to recommend and implement security configurations and technical solutions. They can provide recommendations that maximize opportunities to configure and secure existing and legacy systems and applications.

They are comfortable with communication and collaborative engagements between agency, state, and/or federal level stakeholders, and may be required to facilitate those engagements. This candidate will be a key player in the IS team, serving as a subject matter expert in the agency’s cloud security framework. They will be responsible for ensuring that the agency’s cloud applications and data are secure and compliant with all regulatory audits and objectives. Duties

Designs, implements, and maintains cloud infrastructure and implements process that continuously identifies risks, threats, and vulnerabilities, while providing or mitigating security recommendations for all possible entry point and publicly exposed system and application hosted or connected to cloud resources. This Includes:

  • Develops and implements the agency’s Security Engineering Program.

 

  • Understands, interprets, and contextualizes cyber-attack models and frameworks.

 

  • Plays an active role in the agency’s IT security program.

 

Leads cross-functional system implementation and design to ensure agency alignment with statewide strategic direction and requirements. This includes:

  • Provides technical guidance and recommendations to the Security Operations Manager and the Chief Information Officer (CIO).

 

  • Provides expertise in troubleshooting Operating Systems and implementation of technical controls set forth by state and federal compliance and applicable regulatory bodies.

 

  • Takes the lead in developing new procedures and processes for minimum security baseline for Agency Tools and applications to address security requirements and agency goals.

 

Assist IT Security Analysts with security monitoring, scanning, testing, and incident response. This includes:

  • Utilizes Security Information and Event Management (SIEM) technology to analyze disparate data sources to detect, analyze, and respond to security events and investigations.

 

  • Identifies security issues, risks, and develops mitigation recommendations.

 

  • Maps networks to discover connected assets and maintain visibility and awareness of targets in scope for protection and remediation.

Qualifications

  • Bachelor’s degree in IT Security or related field AND five years’ experience working within a regulated IT Security program. 

 

  • OR Associate’s degree in IT Security or related field AND seven years’ experience working within a regulated IT Security program. 

 

  • OR Nine years of experience in combination of education and/or relevant IT experience working within a regulated IT Security program.

 

AND:

  • Five years of experience working with a major cloud computing services, platforms, or other related technologies.

 

  • Five years of experience using and managing security tools such as intrusion detection systems, security information and event management systems, security assessment systems, and firewalls.

 

  • Three years’ experience working with network interface and configuration connectivity integration in a large WAN/LAN environment.

 

  • Three years’ information security and network experience n secure network and systems architecture design, and implementation.

 

  • Three years’ experience supporting security and/or network standards and practices within a large organization.

 

  • Three years’ experience leading complex IT projects including the application of project management principles.

Special Requirements/Conditions of Employment:

  • Must be able to pass an Unemployment Insurance (UI) Claim & Benefit Information Review.

 

  • This position has access to federal tax information and therefore, per RCW 41.04.821 and the IRS publication 1075, is required to have a criminal history record check through the Washington State Patrol and the Federal Bureau of Investigation

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
