The incumbent serves as an expert Program Operations Specialist in the Federal Acquisition Service (FAS), Technology Transformation Service (TTS), Business Operations Division, Branch D. The Business Operations Division oversees several operational teams that keep TTS running smoothly and ensures TTS employees have the tools needed to focus on TTS’ mission.

As a Program Operations Specialist you will be responsible for:
1.Tracking, reviewing, managing and overseeing the GAO/IG process; coordinating with staff offices to formulate responses; working with TTS leadership to keep them abreast of audit progress and milestones.
2. Primary contact for all Freedom of Information Act (FOIA) and Congressional requests relevant to TTS. The incumbent develops and works on all FOIA response letters, data pulls, and required redactions. The incumbent works closely with the Contracting Officers, legal counsel, Office of Administrative Services, and FAS for response accuracy.
3. Providing leadership, expert analysis, and authoritative advice in planning, developing, and organizing long-range objectives for assigned activities. Analyzing functions and tasks to be performed and determines most efficient and effective means to accomplish long-range goals and objectives.
4. Creating and maintaining a Record Keeping Guide and new File Plan forms for all TTS employees. Providing authoritative guidance on all aspects of Records Management and GSA-wide Records Management policies.

The GS-14 salary range starts at $121,316.00 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
Specialized Experience is defined as coordinating, implementing, and managing activities pertaining to:

● FOIA and Congressional requests
● Records Management

1. Expert skill in applying high-level analytical techniques and procedures to work on a variety of complex assignments involving FOIA, Congressional requests, Emergency Coordination, and GAO/IG audits, which require extensive and delicate coordination, judgment, and discretion.
2. Expert skill in written communications to develop FOIA responses, Congressional responses, emergency guidance, briefing papers, and various reports on complex issues critical to the mission of TTS. As the authoritative figure on GAO and IG audits, expert organizational and written skills are required. Good judgement and technical knowledge are also necessary in order to develop and review response documents and provide comments and suggestions. Comprehensive knowledge of FOIA rules, regulations and redactions is required.
3. Expert verbal skills to effectively and concisely articulate sensitive recommendations to higher authority, to obtain compliance with policies from activities; and articulate positions/policy of vast technical complexity, and to represent TTS on task forces, presentations, meetings.
